ISS-USA through a cooperative agreement with ORR/HHS/ACF is looking for an ADMINISTRATIVE OFFICER to serve on a team to provide administrative support to critical emergency repatriation recovery, planning and preparedness activities and support staff.


Reports to: Coordinator, U.S. Repatriation Program Coordinator and Emergency Management Coordinator for Refugee Programs, U.S. Department of Health and Human Services, Administration for Children and Families Office of Refugee Resettlement and/or her designee

TIME FRAME: This is a contract position, beginning ASAP, and ending on or no later than 29 September 2018.

PRIMARY RESPONSIBILITIES include though are not intended to be an exhaustive list of activities and/or products to be accomplished:

* Provide administrative support to emergency preparedness team members and HHS staff as required.

* Assist with processing of documents and information gathered from evacuees and eligible repatriates during the recent Hurricane Irma emergency repatriation.

* Support the activities necessary to collect missing documents and information from the repatriates and the Government of Puerto Rico.

* Assist with the processing of repatriation loans among other administrative support activities.

* Coordinate and schedule meetings, visits to states, and other locations regarding emergency preparedness.

* Book all travel arrangements for support staff regarding emergency preparedness.

* Maintain a central repository of all existing and newly created document, procedures, training materials, etc. related to the emergency planning and preparedness for past, and future emergencies.

* Coordinate with ISS-USA staff regarding emergency preparedness, planning, past and future emergencies as required.

* Perform all duties in compliance with professional standards and applicable laws and HHS/ORR guidelines for the U.S. Repatriation Program.

* Other related duties as assigned

Skills and Abilities:

* Organized with attention to detail, able to work independently and under pressure and tight deadlines in a fast-paced environment under minimal supervision;

* Excellent communication and technical writing skills, full command of MS office products, technology skills;

* Ability to package complex information for presentations to senior leadership, in order to inform key decisions, and provide on-site training

* Ability and willingness to provide 24/7 repatriation incident command during an emergency evacuation, to be compensated outside of this contract if such an event occurs,

* Position will be based primarily in Washington, DC

* Sense of humor, a must


Bachelor's Degree in relevant field, 5 years of administrative experience as lead, demonstrated experience in decision making and managing multiple tasks simultaneously, expertise in using technology to record and share information, and streamline operations, excellent communication skills, especially writing, and be proficient in Office 365 and the entire MS office Suite with exceptional proficiency in excel.
