The Near East Foundation is seeking candidates for an Awards and Compliance Manager to be based in its Headquarters in Syracuse (NY). For over 100 years, NEF has worked to build more sustainable, prosperous, and inclusive communities in the Middle East and Africa through education, governance, and economic development initiatives. NEF’s work is organized around three program areas: Peacebuilding through Economic Cooperation, Microenterprise Development, and Sustainable Agriculture and Natural Resources Management.

Position Description

The Awards and Compliance Manager provides general award support and guidance to program and field staff in addition to serving as a technical resource for donor rules and federal regulations. The Manager supports the Operations and Compliance Team by assisting in developing processes, standard operating procedures and training materials to ensure organization-wide compliance and risk management. The position requires extensive knowledge and demonstrated expertise of US government, UK (DFID), EU and other major grant management procedures and regulations, including monitoring, reporting, risk management, administrative requirements and policy management. The Manager will add to and strengthen the operation and compliance department’s professional profile within and outside NEF. The selected candidate will foster internal collaboration and cooperation in all compliance matters.

Responsibilities

  • Monitors and coordinates compliance with contractual and regulatory requirements in all phases of grants and restricted contributions from award through close-out;
  • Works with the Finance Team to ensure that key processes and systems are in place to manage grant-related risk assessments, donor financial compliance and reporting management processes;
  • Reviews all proposed grant budgets prior to submission to ensure consistency with proposal requirements, accuracy in the allocation of human resources, calculations of salaries, and compliance with established regulations and internal polices and requirements;
  • Assists with review of agreements and contracts;
  • Reviews and manages all proposed sub-awards and sub-grant agreements to ensure compliance with the terms of contract and/or grants agreements between NEF and the funding agency. Actively monitors all sub-recipients;
  • Ensure applications of policies and procedures in compliance with Federal guidelines, as directed. Manages assets’ inventory;
  • Maintains the global compliance calendar and all associated requirements;
  • Supports the implementation of mitigation strategies and fraud prevention efforts to deter and detect early instances of mismanagement and/or fraud;
  • Identifies and reports potential areas of compliance vulnerability and risk. Supports the implementation of corrective actions plans for resolutions of problematic issues as well as work-place investigations of suspected or alleged violations of rules, regulations, policies, procedures and Standards of Conduct;
  • Supports the VP of Operations in other administrative functions including human resources management (global and domestic), insurance and risk management and global payroll/benefits oversight, as needed;
  • Participates in ad hoc committees to develop organization-wide policies and procedures in compliance with Federal guidelines.

Experience/Qualifications

  • Bachelor’s Degree and 8+ years relevant work experience or Master’s Degree with 5 years relevant work experience are required. MBA, MPP, Master’s in Management or a JD are preferred;
  • Proven knowledge of U.S. federal regulations including Uniform Guidance for Federal Awards;
  • Experience leading compliance management in a multi-funder environment including U.S., U.K., and EU governments grants, private foundation and corporate donors;
  • Ability to effectively multitask often under pressure and meet time-sensitive deadlines;
  • Excellent attention to detail and time management;
  • Behavioral competencies need to include: (a) ability to identify patterns or connections between situations that are not obviously related, using conceptual or inductive reasoning; (b) ability to effectively link long-range visions and concepts to the daily reality of a growing organization;
  • Strong problem solving and analytical skills; ability to negotiate complex situations without compromising integrity;
  • Confidentiality and demonstrated good judgement;
  • Willingness and ability to travel to NEF field offices as needed;
  • Demonstrated ability to effectively communicate cross-culturally, with attention to mentorship and professional development of staff;
  • Excellent written and oral communication skills, including auditing, reporting and legal writing skills. Ability to convey effectively technical concepts to non-practitioners;
  • Knowledge of Arabic and/or French is preferred;
  • Ability to successfully pass a pre-employment background check.
