Position:                Business Development Manager (Program Development)

Location:               Washington, DC (with approximately 20% travel to program locations)

Reports to:            Vice President of Program Development

About RI:                 Relief  International  specializes  in  relief  and  development  programs  that benefit  people  in  acute  distress.  A  registered  non-profit  in  the  US,  UK, France   and   Belgium,   our   work targets   those   fragile   countries   or communities  that  suffer  from  recurrent  man-made  or  natural  crises  that impede  human  development.  The  people  that  we  serve  live  in  seventeen countries  across  the  Middle  East,  Africa,  and  Asia  where  the  debilitating effects  of  political  instability,  forced  displacement,  and  natural  disasters are  pervasive.  Often,  RI  is  the  only  organization  providing  healthcare, education,  logistics,  energy,  capacity  building,  economic  development, sanitation, and many other forms of assistance to these highly vulnerable communities.

Position Summary:     The Program Development Manager serves as the USG account manager for the PD team.  S/he provides strategic leadership to position RI for USG development/long-term funding opportunities, including capture planning, proposal team leadership, and outreach and engagement with USG, as well as potential NGO and private sector partners.

Position Responsibilities and Duties:

  • Improve RI’s capacity in obtaining and applying relevant USG business intelligence.
  • Lead capture planning efforts for longer-term USG development funding.  This includes ensuring a robust capture plan and analysis is prepared for each strategic opportunity.  In addition, the PD Manager will lead in-country capture trips as necessary.
  • Support the development and analysis of go/no-go analyses and provide input to senior leadership for decision making.
  • In coordination with HR, ensure RI maintains a strong pool of qualified candidates for potential bids.
  • Identify high-impact opportunities to highlight RI’s work and performance to the USG audience, such as key conferences, working groups, and symposia.
  • Coordinate with RI’s Technical Assistance Department to develop publications (e.g., white papers) that position RI for potential USG bidding opportunities.  Also coordinate with TAD to identify opportunities and position RI in longer-term grants focusing on innovative areas as well as local capacity building.
  • Engage regularly with key USG agencies, as well as current and potential NGO and private sector implementation partners.
  • Monitor USG funding streams and processes, including USG foreign assistance allocations and the State Department and USAID Congressional Budget Justification.  Provide analysis and updates to the PD team and Senior Management as needed.
  • Manage the process of development of concept papers, project proposals and responses to key RFA/Ps.  This includes writing and coordinating proposal elements (e.g., past performance, management plan, etc.), ensuring appropriate technical review and quality assurance.
  • Lead on advising other RI departments when required on USG contract terms and implication for structuring proposal budgets, targets, and deliverables.
  • Build the capacity of other RI staff—including RI country and regional teams—to identify opportunities and develop strong program designs and proposals.
  • Maintain up to date knowledge of USG funding priorities, geographical interests relevant to RI’s area of work.
  • Provide RI’s Program Development Team with guidance on USG donor policies and prepare standard language for proposals to ensure alignment with donor policies.

Qualifications & requirements: 

  • This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.
  • Master’s degree in a relevant field or Bachelors degree with commensurate work experience;
  • At least five years work experience in program/business development for an international NGO, demonstrating progressive increases in assigned responsibility and leadership;
  • Successful track record in proposal writing and partnership development;
  • Demonstrated success in developing winning bid packages for USAID; especially in Economic Opportunities, Education, WASH and Health integrated program.
  • Solid understanding of USAID structure and requirements;
  • Excellent organizational skills with the ability to prioritize and manage multiple responsibilities, meeting deadlines;
  • Ability to act independently to identify and analyze problems and recommend effective solutions;
  • Nonprofit/NGO experience required;
  • Good analytical and problem-solving skills ;
  • Must be detail oriented ;
  • Excellent interpersonal, communication, public speaking, and strategic planning skills required;
  • Strong English skills, speaking, reading, writing are required;
  • Ability to think critically and creatively;
  • Must be capable of working both individually and as part of a team;
