Overview

Jhpiego seeks a Chief of Party (COP) to provide overall leadership, strategic vision and direction, project management and oversight to ensure the strategic, programmatic, technical, and financial integrity for an upcoming United States’ government (USG) integrated HIV prevention project in Malawi. The project aims to prevent new HIV infections in priority populations through increased uptake of high quality VMMC services among males aged 15-29. The project aims to increase availability of and access to VMMC services, increase demand for VMMC among targeted age- groups, improve quality of VMMC services, and strengthen linkages between VMMC and other services. The project will operate over a five-year period.

 

The COP will have the overall responsibility for leadership and management and reporting of project activities. S/he will be responsible for making key decisions and solving problems in short timeframes while ensuring operational and project quality and integrity. S/he will serve as the project’s main point of contact with USAID, on routine and strategic matters. S/he will also ensure effective organizational management and communication with the host country government at all levels, and international partners and agencies.

Responsibilities

  • Provide leadership and strategic direction to ensure programmatic and financial integrity of the project and to achieve rapid and sustained goals, objectives and targets
  • Ensure that project is technically sound, evidence-based and responsive to the needs of the government of Malawi, its people and donors
  • Ensure compliance with the terms of the award
  • Develop and maintain strong working relationships with USG, the MOH, as well as other donors, civil society, CBOs, private sector partners and other key stakeholders in Malawi to maximize resources and avoid duplication of effort
  • Represent Jhpiego and the project’s progress, achievements and lessons learned to donors, and other key stakeholders through meetings, conferences, and presentations
  • Supervise and manage a team of highly qualified staff (mostly Malawian nationals) and align their efforts in concert with project goals
  • Provide technical leadership and ensure the quality and sustainability of interventions
  • Collaborate with project team to build capacity in HIV prevention, specifically VMMC
  • Lead the annual work planning process in close collaboration with USG, MOH, and project team
  • Oversee the quality, preparation, and timely submission of project reports to donor
  • Mentor, support, supervise and manage a team of highly qualified staff and align their efforts to ensure rapid and sustainable results
  • Provide guidance, in collaboration with staff, to subcontractors and sub-grantees
  • Write and/or review project materials and publications
  • Work with finance and project staff to develop and track project budgets
  • Work with Monitoring and Evaluation (M&E) staff to develop M&E frameworks and effectively track data/results
  • Work closely with Jhpiego home office staff to ensure effective, timely and coordinated project implementation
  • Ensure compliance with USG operational policies and regulations

Required Qualifications

  • A Master’s degree or higher in a relevant discipline; an advanced degree in a clinical or public health discipline (medicine, nursing, epidemiology) is preferred.
  • At least 5 years of senior-level experience leading large-scale, complex HIV and/or public health programs, including supervision of technical staff, preferably in East and Southern Africa (ESA).
  • An additional 10 years of progressively increasing responsibility working in HIV and related fields, preferably in sub-Saharan Africa; prior experience with VMMC programs preferred.
  • Demonstrated ability to establish professional relationships and to work collaboratively with host government agencies, other donors, civil society and CBOs.
  • Strong leadership, communication and interpersonal skills, including ability to develop and communicate a common vision to diverse partners and a multi-disciplinary team.
  • Prior experience managing PEPFAR and/or USAID-funded agreements or contracts.
  • Demonstrated experience and knowledge in establishing project systems and overseeing project start-up and close-out
  • Previous experience working in Malawi, with intimate understanding of local health system and HIV prevention and VMMC gaps and opportunities, and solid relationships at government agencies
  • Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving project needs
  • Expertise in research to practice—identifying and adapting best practices to specific project contexts
  • Experience managing a multi-partner consortium (both international and local NGOs)
  • Capacity for analyzing technical problems and issues that impede efforts to provide improved health care to populations; developing technical solutions to these problems/issues and assisting in the design of operational research that could yield appropriate solutions
  • Excellent skills in facilitation, team building, and coordination
  • Excellent verbal, written interpersonal and presentation skills in English
  • Ability to coach, mentor and develop technical capacity in regional and national projects and technical staff
  • Proficiency in word processing, including Microsoft Office
  • Ability to travel nationally and internationally 35%
