The IRC seeks a Chief of Party (COP) for the five-year, $200 Million, Round 1 “MNCH/FP/RH Service Delivery in Fragile Settings” Addendum of USAID’s MOMENTUM (Moving Integrated, Quality Maternal, Newborn, and Child Health and Family Planning and Reproductive Health) Annual Program Statement (APS). Round 1 of the MOMENTUM APS focuses on:

  1. Strengthening quality maternal, newborn, and child health, voluntary family planning and reproductive health service delivery in fragile settings; and
  2. Advancing global knowledge on strengthening MNCH/FP/RH service delivery and building resilience in fragile settings.

As COP you will lead a consortium of NGOs and other partners in implementing all aspects of the project. You will provide overall technical, administrative, operational, and logistical management, with a focus on achieving the project’s objectives/results. You will be the primary liaison for the project with USAID, other donors and institutions, implementing partners, technical agencies, and other actors.

You will also handle the acquisition and supervision financial and human resources. The COP bears responsibility for ensuring the quality and timeliness of all deliverables. You will ensure effective coordination of project activities with those of relevant governments, international organizations, and other USAID-funded MNCH/FP awards. The COP will ensure implementation follows IRC and USAID regulations and liaise regularly with USAID agreement officers, technical support staff, sub-grantees, and implementers of other USAID-funded initiatives.

This position reports to the Senior Health Director. It is contingent on the IRC being awarded funding anticipated to begin in late 2019.



  • You have technical proficiency in MNCH/FP program design, implementation, and M&E.
  • You are experienced in leading similar projects in fragile and conflict-affected settings, involving management of multi-million dollar budgets/portfolios and coordination with multiple programs and partner institutions.
  • You apply conflict sensitive approaches within project design.
  • You use participatory methodologies.
  • You possess strong leadership, analytical and organizational skills.
  • You quickly assess priorities and effectively handle a variety of activities at a time while paying appropriate attention to detail.
  • You demonstrate excellent interpersonal skills and ability to interact professionally with donor, project partners, in-country collaborators and staff at all levels of the organization. Proven ability to convene/chair high profile meetings and productively interact with a wide range of organizations (e.g. government, private sector, NGOs, and research institutions).
  • You use results-based management and M&E frameworks as a primary management tool.
  • You understand of USAID procurement processes and procedures.
  • You have strong written and oral presentation skills in English.



  • Master’s degree or higher in a relevant field and have technical skills which complement those of the activity’s key technical specialists
  • Minimum of 15 years of experience in MNCH, RH/FP, private sector development, behavior change or marketing
  • At least 10 years of successful experience as Project Director of large donor-funded technical assistance teams for activities of similar magnitude and complexity in fragile contexts.
  • Demonstrated ability to work collaboratively in a cross-cultural environment with other implementers and teams carrying out USAID- and other donor-funded programs, including activities in different sectors
  • Be adept in strategic planning, budgeting, adaptive management, and supervision
