Who We Are - InterAction

About the Project:

Since 2012, InterAction has been at the forefront of results-based approaches to protection. Through its signature work on Results-Based Protection, InterAction has carried out numerous roundtables, interagency dialogues, field-level workshops, and trainings with NGOs around the world to identify and distill the key elements of results-based protection. Under its current work, InterAction is providing country-level support to NGOs in select countries, including Nigeria, as well as supporting the piloting of an evaluation framework for the prevention of gender-based violence.

Objective:

InterAction is seeking proposals from consultants or consultancy teams with a proven background in evaluation and methods for measuring outcomes, with a focus on protection outcomes. Some examples of methods InterAction is interested in are: Most Significant Change, outcome mapping and harvesting, process tracing, contribution analysis and work in the area of systems thinking. The consultant(s) will work in collaboration with InterAction’s Results-Based Protection Team to provide technical support, either in collaboration or independently, to organizations working to strengthen their evaluation approaches for protection, including GBV prevention. In addition, the consultant/s would provide technical support to InterAction in developing or revising materials and tools, developing and delivering workshops, or other specific tasks that emerge. The specific objectives will be developed with the consultant(s) as they emerge from InterAction’s ongoing work with organizations and will be agreed upon with the consultant(s) in an as-needed manner.

Description:

Consultant/s – Evaluation and Measurement Technical Support, Results-Based Protection for part-time, long-term on as-needed basis.

Timeframe: October 1, 2021 - March 30, 2022

Location: Homebased/working remotely, with the possibility of travel to the field. Potential travel would be discussed in the context of the evolving Covid-19 situation, travel restrictions and InterAction’s travel policies.

Scope of Work and Deliverables:

InterAction seeks proposals from consultants and/or consultancy teams that will be awarded a six-month contract to deliver services on an as-needed basis. A set number of deliverables have not been decided upon at this point, however, each deliverable will be based on an agreed upon daily or hourly rate, timeframe, and content expectations. Proposals should demonstrate the consultants/consultancy team’s ability and expertise to deliver on the following types of activities:

  • Provide direct coaching to organizations in the areas of measuring and evaluating protection and GBV outcomes. This could be done in collaboration with InterAction or independently based on prior agreement.
  • Deliver training and workshop sessions to field practitioners on measurement, evaluation, and how analysis and design contribute to the evaluability of protection and GBV outcomes. Sessions may be virtual or in-person.
  • Provide input into methods and tools used by organizations to measure protection and GBV outcomes.
  • Provide technical support to InterAction on measurement and evaluation as they develop their own engagement with practitioners.
  • Develop, or provide input on, materials and tools relating to the measurement of protection outcomes, including workshop materials.
  • Perform analysis of existing measurement and evaluation tools and practice and provide such analysis to InterAction and/or to practitioners.
  • Other services as agreed upon by InterAction and the consultant(s).

Qualifications:

  • A demonstrated experience in using outcome-oriented evaluation methods and practices focused on the measurement of protection and GBV outcomes. For example, demonstrated use of outcome harvesting, contribution analysis, process tracing, most significant change methodologies
  • An understanding of protection outcomes, risk reduction and the core components of results-based protection.
  • An understanding of GBV prevention, familiarity with new research and evidence demonstrating what works to prevent GBV in humanitarian crises.
  • Experience in working directly with field teams, including both programming and MEAL teams; working with protection and GBV field teams highly desired.
  • Excellent verbal and written communication with a wide range of stakeholders
  • Ability to multi-task, prioritize, and manage time and competing demands effectively while working under pressure with tight deadlines
  • Able to balance the need to work independently while collaborating closely with the InterAction team and other relevant actors
  • Familiarity with the humanitarian consequences of armed conflict and human rights abuses, is highly desirable
  • Fluency in English required, other languages desirable

  • Proposal, no more than 5 pages, that outlines a brief description of your proposed methods for developing workshops, coaching and materials relating to this posting. The methods described should demonstrate relevance to both the described outcome-oriented approaches to evaluation and to protection and GBV. Please also include at least 1 example of past work that is relevant to this posting.
  • Consultancy proposed day and hourly rate (if a consulting team, please include the rates of all team members if different).
