Description

HIAS, the global Jewish refugee protection organization, is seeking a Director for HIAS Europe to establish a HIAS office and grow a robust presence in the European Union. This position will develop and expand partnerships to support HIAS’ global humanitarian and development efforts. S/he is the public face of HIAS in Europe, regularly engaging with various stakeholders from the European Commission (EC), European governments, UNHCR and NGOs to help advance refugee rights and humanitarian protection.

The position will report to the Senior Vice President of Public Affairs, and regularly consults with other key members of HIAS’ headquarters (HQ) team including Programs, Development, and Community Engagement staff as needed.

Essential Functions:

  • In close coordination with HIAS HQ, undertakes the necessary legal, administrative and operational steps to establish a HIAS office in Brussels.
  • Develops and maintains relationships with senior leaders and key decision makers within targeted EC and European government donors (ECHO, EIDHR, EC and EU member states, and others).
  • Identifies and cultivates new donors for HIAS’ global programs.
  • Liaises and coordinates with other NGOs present in Brussels to help HIAS gain entry into NGO coordination fora in Brussels and establish partnerships for EU funding bids.
  • Participates in UN and other fora and working groups in Brussels, Geneva and other European cities to increase HIAS’ visibility and strengthen HIAS’ presence among European humanitarian actors and donors.
  • Contributes to designing and implementing a comprehensive strategy to access and obtain funding from EC and European government donors, along with HIAS HQ and country office staff.
  • Contributes to the development and submission of funding proposals, along with HIAS HQ and country office staff, and liaise with donors.
  • Coordinates with regional and Country Directors, Technical Directors and other key staff to monitor quality of program implementation, identifies capacity gaps and design appropriate interventions.
  • Contributes to global dialogue, learning, and advocacy, and promote HIAS’ thought leadership in its sector in Europe.
  • Engages in outreach to the Jewish community and other partners in Brussels and elsewhere in Europe to build support for refugee assistance and advance HIAS’ refugee rights mission.
  • Aligns HIAS Europe with HIAS HQ policies and procedures and operate within HIAS’s strategic plan and values.
  • Provides regular programmatic and financial reports to HQ.
  • Hires and supervises staff and manages HIAS Europe budget.

Qualifications and Requirements:

  • Graduate degree required.
  • Fluency in English and proficiency in French required.
  • A minimum of eight (8) years’ experience in a senior leadership role in refugee or humanitarian issues.
  • Extensive knowledge of European humanitarian management and funding processes.
  • Excellent interpersonal, written and oral communication, organizational, and problem-solving skills.
  • Successful record of accomplishment of winning and implementing funding from EU-based donors.
  • While not required, knowledge of the European Jewish community, Jewish organizations, Judaism, and/or Jewish history is a plus.
  • Ability to travel up to 30%.
