ISS-USA through a cooperative agreement with ORR/HHS/ACF is looking for an EMERGENCY PLANNER to serve on a team to complete critical emergency repatriation recovery, planning and preparedness activities.

Position title: Emergency Planner

Reports to: Coordinator, U.S. Repatriation Program Coordinator and Emergency Management Coordinator for Refugee Programs, U.S. Department of Health and Human Services, Administration for Children and Families Office of Refugee Resettlement and/or her designee

TIME FRAME: This is a contract position, beginning ASAP, and ending on or no later than 29 September 2018.

PRIMARY RESPONSIBILITIES include though are not intended to be an exhaustive list of activities and/or products to be accomplished:

* Support various planning and preparedness activities including, but not limited to the revision and development of documents and systems needed to successfully implement the National Emergency Repatriation Program (NERP) Base Plan and the Operational Guide.

* Assist with the development of a NERP communication plan and HHS emergency repatriation deployable personnel list.

* Assist with the development and potential implementation of an interagency national NERP exercise and various emergency repatriation training documents and tools.

* Help states with the development of State Emergency Repatriation Plans (SERPs).

* Provide recommendations for a multifunction electronic emergency repatriation database.

* Support a repatriation incident command, as needed, in the event of an emergency; among other planning support activities.

Skills and Abilities:

* Organized with attention to detail, able to work independently and under pressure and tight deadlines in a fast-paced environment under minimal supervision;

* Excellent communication and technical writing skills, full command of MS office products, technology skills;

* Ability to package complex information for presentations to senior leadership, in order to inform key decisions, and provide on-site training

* Secret security clearance already obtained

* Ability and willingness to provide 24/7 support during an emergency evacuation, to be compensated outside of this contract if such an event occurs

* Available to conduct travel domestically to provide assistance to states

* Position will be based primarily in Washington, DC

* Sense of humor, a must

Requirements:

Bachelor Degree in relevant field, 7 years of operational plan experience, specialized expertise in technical discipline, demonstrated experience in decision making and managing multiple programs/projects simultaneously, proven techniques to maximize information sharing and collaboration, expertise in using technology to record and share information, and streamline operations. A writing sample from an emergency plan should be included with the cover letter and CV.
