ISS-USA through a cooperative agreement with ORR/HHS/ACF is looking for an EMERGENCY RECOVERY SPECIALIST to serve on a team to complete critical emergency repatriation recovery, planning and preparedness activities.

Position title: Emergency Recovery Specialist

Reports to: Coordinator, U.S. Repatriation Program Coordinator and Emergency Management Coordinator for Refugee Programs, U.S. Department of Health and Human Services, Administration for Children and Families Office of Refugee Resettlement and/or her designee

TIME FRAME: This is a contract position, beginning ASAP, and ending on or no later than 29 September 2018.

PRIMARY RESPONSIBILITIES include though are not intended to be an exhaustive list of activities and/or products to be accomplished:

* Support the development of the Administration for Children and Families After Action reports, lessons learned, develop recommendations for the future

* Assist with the development of the National Emergency Repatriation Plan (NERP) and the Hurricane Emergency Repatriation Recovery Annex

* Person will assist with the development and/or revision if various emergency repatriation document, support state planning efforts and activities, support a repatriation incident command, as needed in the event of an actual emergency

* Will assist states in developing plans for post action to address the immediate reintegration needs of all repatriating, including children

Skills and Abilities:

* Organized with attention to detail, able to work independently and under pressure and tight deadlines in a fast-paced environment under minimal supervision;

* Excellent communication and technical writing skills, full command of MS office products, technology skills;

* Ability to package complex information for presentations to senior leadership, in order to inform key decisions, and provide on-site training

* Ability and willingness to provide 24/7 support during an emergency evacuation, to be compensated outside of this contract if such an event occurs

* Available to conduct travel domestically to provide assistance to states

* Position will be based primarily in Washington, DC

* Sense of humor, a must


Bachelor Degree in relevant field, 3-5 years of creating contingency plans, conducting exercise or emergency response plans and training, responding to and documenting emergency events, creating after action reports for other types of emergencies. A writing sample from an emergency plan should be included with the cover letter and CV.
