Background 

In 2018 InterAction launched its CEO Pledge on Preventing Sexual Abuse, Exploitation, and Harassment by and of NGO Staff.  Since its launch, 140 CEOs have signed the Pledge, and committed to practices and policies that will protect not only their own staff, but also the communities they serve.  

The From Pledge to Action Project supports InterAction Member organizations as they work towards meeting their commitments to the PSEAH Pledge. 

 

Project Overview 

While NGOs have made progress on safeguarding, ensuring holistic and comprehensive survivor support is a noted gap across the sector. There is agreement that survivor-support is a necessary component of SEAH response, as well as that the sector should move to taking a survivor-centered approach in all aspects of PSEAH programming. However, there is little agreement on what being survivor centered truly means or what survivor support fully entails.  

Purpose and Objectives 

Recognizing the challenges that organizations face in understanding and implementing robust survivor-support systems, InterAction seeks to give organizations guidance on what the principles means, how to adopt a survivor centered approach, and how to implement survivor-centered support good practices. From Pledge to Action’s survivor-support subgroup has been working together to develop a shared definition and key principles of survivor support, and this work will build off the materials created as part of this consultancy.  

Key Deliverables  

Through guidance and engagement with InterAction’s From Pledge to Action Project as well as InterAction’s Survivor Support Subgroup, this consultancy will execute the following key deliverables: 

  1. Draft core principles that provide a framework for the definition of survivor centered: consistently and continuously acting upon the voiced priorities of the survivor to ensure the needs, rights, and agency of the survivor are realized in all aspects of prevention, support, recovery, response and accountability  
  1. Develop survivor-centered approach policy and guidance, including any specifics relating to children, adolescents, vulnerable adults, and/or navigating mandatory reporting requirements. This guidance should take into account existing policies and guidance, such as those from major NGOs, and the IASC.  
  • Protocol on who is responsible for providing a survivor-centered response, and how long support services will be provided to survivors, including post-project referrals.  

Qualifications 

  • Extensive knowledge of and experience working in the INGO sector, preferably with both large and small NGOs. 
  • Strong English writing and communication skills.  
  • Extensive knowledge of SEAH survivor support and/or GBV case management. 

 

Other responsibilities 

  • Report to Meriwether Beatty, Senior Manager of From Pledge to Action Project 
  • Receive and incorporate feedback from InterAction’s Survivor Support Subgroup.
