Description

The Global Advocacy and Africa Program Director (GAAPD) is responsible for two components of ReSurge’s mission; these responsibilities are tied into one position with the desire that they inform each other.

ReSurge has played a key role in the emergence of a global surgery movement.  This position will contribute to, and influence that movement by bringing on-the-ground experience to ReSurge’s advocacy strategy.  This position will collaborate with the President and CEO, and will identify opportunities for ReSurge to influence the global surgery movement.

ReSurge has decades of experience in Africa, but seeks to expand its impact in the continent.  Specifically, ReSurge is collaborating with the College of Surgeons of East, Central and Southern Africa (COSECSA) to build out a training program that will support the training of reconstructive surgeons—and general surgeons performing reconstructive surgery—in the 14-country region.  While a draft strategy for COSECSA has been developed, this position will be responsible for refining the strategy and implementing it under the guidance of ReSurge’s Consulting Medical Officer and the Chief Operating Officer.

 

Responsibilities

 

Relating to the Africa program

 

Refine and implement ReSurge’s strategy in the COSECSA region by:

 

  • Building an understanding of the context and surgical ecosystem in the COSECSA region
  • Representing ReSurge before government officials, partners and others in the COSECSA region
  • Understanding national surgical priorities as expressed in National Surgical, Obstetric and Anesthesia Plans, and identifying ways ReSurge may support those plans
  • Exploring new programs and partnerships in COSECSA
  • Identifying contacts and partners to amplify ReSurge’s impact
  • Establishing a presence and reputation in COSECSA by representing ReSurge at annual COSECSA meetings among other means
  • Liaising with ReSurge’s current and potential Surgical Outreach Partners in the region
  • Finalizing the COSECSA strategy and leading its implementation
  • Help establish key performance indicators for the strategy
  • Implementing best practices in surgical training with COSECSA (concepts include continual engagement with trainees; distance learning)
  • Identifying and referring quality and safety issues to the Consulting Medical Officer; assist in implementing corrective actions
  • Coordinating with the Assistant Director for Monitoring and Training regarding COSECSA-based trainees
  • Building the annual operating plan and budget for the COSECSA program
  • Assisting with fundraising for the COSECSA program, including fundraising with institutional funders
  • Managing regional training hub and regional network of trainees
  • Overseeing the Africa Administrative Assistant based in COSECSA
  • Organizing Biennial ReSurge Reconstructive Surgery Symposia
  • Participating in other program activities
  • Other duties as may be assigned

 

The position involves significant travel to Africa roughly 25 percent of the time.

 

Relating to Advocacy:

 

  • Engaging surgery advocacy networks on issues of relevance to ReSurge
  • Developing an advocacy strategy that supports ReSurge’s mission
  • Identifying opportunities for ReSurge to influence policy relating to global surgery
  • Keeping ReSurge current on best practices in peer surgery organizations
  • Represent ReSurge at key advocacy opportunities

 

Requirements

 

The ideal candidate will have:

 

  • Significant experience in health in Africa
  • Master’s degree in Public Health
  • Strong diplomatic and representation skills
  • Excellent communications (written and verbal) skills in English
  • Ability to travel to Africa for extended periods
  • Eagerness to build out a program, and tenacity to find solutions
  • Experience in program design and implementation

  • Experience in implementing long-distance learning
  • Experience in advocacy
