War Child Canada has been operational in Afghanistan since 2002. The organization’s programming advances the social and legal protection of highly vulnerable and at risk women and children, focusing on education, child protection, livelihoods and access to legal justice.  Since 2017, the program has gone through exciting expansion with secured long-term funding for programming in 10 provinces being implemented through partner organizations.

Position  summary

The Head of Program Development & MEAL is a member of War Child Canada’s Senior Management Team (SMT) and will provide leadership to the Program Development, Reporting and M&E unit including program design, proposal development, quality donor and internal reporting and monitoring and evaluation. He/she will be responsible for supporting the Country Director and SMT to increase the organizational profile, secure and sustain funding and ensure submission of result based quality reports.


Program Development & Business Development (35%)

  • Support the Country Director to develop War Child Canada’s Afghanistan business development strategy aligned with the country strategy and annual plan
  • Lead on regular scanning of donor environment and mapping of institutional donors, including identification of key institutional donors and strategic interests
  • Work with HQ to ensure submission of concept notes, solicited and unsolicited proposals for institutional donors, trusts and foundations
  • Support the Head of Program to organize Project Opening Meetings for all new programs/projects immediately after signing contracts, followed with development of detailed implementation plans (DIPs)
  • Lead on designing of multi-sectoral programs thought a collaborative process with staff, local partners and beneficiaries

Donor Relationships & Reporting (30%)

  • Support the Country Director in building and sustaining relationships with funding partners, institutional donors and international NGOs
  • Ensure donors are informed in a timely manner of any major changes in the programs/projects (e.g. challenges, suspension and force majeure)
  • Represent War Child Canada in donor, NGOs and government coordination forums
  • Oversee the updating and timely dissemination of funding and reporting grid to relevant staff
  • Oversee the writing of program reports and ensure high quality reports are submitted on time
  • Liaise with the Finance Department to review burn rates and budget vs actuals to ensure spending is aligned to the project deliverables and donor requirements
  • Oversee the development and monitoring of the unit/departmental budget

Work closely with the Head of Program to ensure that regular updates, internal reports, case studies, and photographs are received in a timely manner

Monitoring, Evaluation, Accountability and Learning (15%)

  • Support the MEAL Manager to develop MEAL framework and MIS to track program results, per sector
  • Supervise the MEAL team and ensure collection, compilation and analysis of qualitative and quantitative data to measure progress and outcomes of programs
  • Ensure the results and data (qualitative and quantitative) are represented and used in program proposals and donor reports
  • Support the Country Director with commissioning of external mid-term review, external evaluation and research work

Staff Management (10%)

  • Work closely with HR to conduct staff capacity assessment (at least once a year); assess capacity gaps, identify critical areas and develop a capacity building plan
  • Support direct reports to build staff capacity through coaching, mentoring and tailor-made training programs
  • Organize at least once a month one-on-one meetings with direct reports and weekly team meetings to review individual/team performance; assign targets to achieve objectives

Support to SMT (10%)

  • Actively contribute to the SMT by providing timely analysis on restricted funding, including pipeline, of War Child Canada in Afghanistan

Assist the Country Director and SMT with country strategic planning, annual planning, programmatic and geographical expansion and ensure that funding needs are addressed in the strategic and annual plans


Academic Background and Knowledge

  • Master’s degree preferably in management, business, administration, social science or public health
  • At least 5-8 years of management experience with international organizations
  • Strong expertise in program development, proposal writing, reporting and M&E
  • Demonstrable knowledge and experience of developing justice, education livelihood and protection programs
  • Experience or strong knowledge of Afghanistan context will be an asset
  • Demonstrable experience of managing teams and building staff capacity


  • Fluency in written and verbal English with strong analytical skills
  • Dari or Pashtu is desirable
  • Excellent leadership skills in building a strong and competent team
  • Strategic thinking, strong organizational and analytical skills
  • Ability to manage stress and willing to work under strict deadlines
  • Excellent skills of operating Microsoft Word and Excel
  • A positive problem-solving approach
  • Good interpersonal and team-working skills
  • Cultural sensitivity and respect for local norms
