The International Budget Partnership (IBP) works towards a world where open and accountable public budgets prioritize the needs of poor and vulnerable communities. At the core of this vision are civic organizations in the global south that specialize in budget analysis and advocacy and learn from each other as part of dynamic peer-learning network.

The Head of Training leads the Training, Technical Assistance and Networking (TTAN) team, which develops and provides capacity building and technical assistance to an extensive range of civil society partners working on public budgeting.

Key areas of responsibility

  • Applied Public Finance expertise: Ensure all capacity building efforts are designed with a deep understanding of budget work (including revenue) and budget systems, particularly in developing countries. Articulate a vision for the work that reflects the political realities underpinning inequitable budget outcomes as well the role civil society can play in a challenging and changing external context.
  • Strategic Leadership: Head IBP’s “Building the Field” strategy including leading the development of an implementation plan for the next five years with a focus on adaptive programming and robust learning.
  • Represent TTAN on IBP’s Strategic Leadership Group and where necessary in other senior management groups within IBP. Support the Director of Partnership Development to position the needs and views of TTAN across organizational discussions.
  • People Management: Provide open, inclusive and enabling leadership and management to all direct reports and lead the establishment and functioning of a high performing, motivated and innovative team. This position manages four additional staff members and may be required to recruit additional staff.
  • Capacity building: Lead on the design and oversee the development of capacity building programs for budget work. This includes development of tools and guidance documents as well as technical assistance and peer learning.
  • Common Approaches: Support development, evidence and implementation of IBP approaches to our training and technical assistance work. Lead the development and implementation of relevant frameworks and strategies on capacity building and strategic accompaniment in close collaboration with partners and country offices.
  • Documentation of good practices and lessons learned: Work with the Strategy and Learning and Communications teams to ensure that good practices and impacts of budget work are documented and shared with internal and external stakeholders.
  • Internal coordination: Be externally focused and ensure collaboration with other key initiatives heads as well as staff teams across IBP including through the Partnership Working Group, PMEL working groups and relevant communities of practice.

Your professional and personal profile

We are looking for an individual with a postgraduate degree in a related discipline, such as development economics, international development, political science or public finance. In addition, we expect that you have the following skills and experience:

  • Minimum of 8-10 years professional experience in applied public finance, including field experience in developing countries
  • Significant experience with civil society advocacy initiatives that required a keen understanding of accountability systems for public resources and the roles that civil society can play in relation to these systems
  • Significant experience in training and capacity development using interactive methods appropriate for adult learners and a solid understanding of how to include marginalized groups
  • Experience as a senior member of staff of a nonprofit, development, policy or advocacy focused organization
  • Experience communicating complex issues simply, both orally and in writing
  • Experience in designing capacity building strategies including programmatic guidance and toolkits
  • Proven exceptional interpersonal and influencing skills, including relationship building, communication skills and partnership development
  • A strong familiarity with international and local civil society networks working on economic justice and development issues
  • Fluency in both written and spoken English. Knowledge of Spanish and/or French desirable

This position reports to IBP’s Director of Partnership Development.
