HIAS Mexico seeks an attorney licensed to practice law in Mexico, with knowledge of U.S. asylum law, to serve as a senior staff member to support its mission to provide legal support to asylum seekers and refugees in Ciudad Juarez, Mexico. HIAS Mexico will provide public legal information, education and advice to individuals on both the Mexican and the U.S. asylum process, provide assistance and information to those who have been removed from the U.S. to help them access immediate protection, refer individuals to U.S. legal service providers, and assist individuals with filing for asylum in Mexico, as appropriate. The attorney will also convene stakeholder meetings, conduct government briefings, conduct protection monitoring of the Mexican/U.S. border, and work with HIAS to conduct advocacy and respond to policy changes.


The Managing Attorney will have at least five (5) to seven (7) years of experience in administrative proceedings before government agencies, preferably in immigration proceedings, and will supervise two paralegals.


Essential Functions:


  • Oversees Know Your Rights presentations on asylum law and procedures in both the U.S. and in Mexico.
  • Organizes and oversees Pro Se Asylum Workshops for individuals in Juarez under the U.S. Remain in Mexico policy.
  • Conducts intake interviews to determine whether to refer individuals for legal representation in the U.S. or to represent them in Mexico.
  • Communicates with partners in El Paso, Texas, on a regular basis about referrals, observations, trends, and needs.
  • Assist individuals in applying for asylum (or other legal status) in Mexico.
  • Conducts border monitoring activities regarding access to legal protection and communicate observations to HIAS and other partners.
  • Communicates with Mexican authorities on a regular basis regarding updates on cases and changes in procedures.
  • Attends/convenes meetings and build relationships with partners in the region.
  • Manages and mentors paralegals.
  • Responsible for financial oversight of HIAS Mexico Office.
  • Serves as the point of contact for all safety and security for Mexico office.
  • Performs other duties, as assigned by supervisor.


Qualifications and Requirements

  • Law degree and license to practice law in Mexico; license to practice law in any U.S. state strongly preferred.
  • Oral and written fluency in English and Spanish required.
  • A minimum of two five (5) to seven (7) years’ experience; At least two (2) to three (3) years of management or supervisory experience.
  • Experience working with INGOs preferred.
  • Experience with human rights law or immigration law preferred.
  • Extensive experience with asylum or refugee status determination procedures or interviewing vulnerable populations preferred.
  • Ability to flexibly adapt to and work in a changing and fast-paced legal environment.
  • Availability to travel frequently throughout Mexico required.
  • Must possess work authorization in Mexico.
