This position will support the strengthening of monitoring, evaluation and learning(MEL) systems and processes for advocacy in CARE to enable the organization to better  capture and tell the story of CARE's advocacy efforts across the globe. Advocacy is a key approach in CARE's program strategy and one of the primary ways CARE intends to impact more lives beyond our programming. Given the importance of advocacy to CARE's mission of reaching 150 million people by 2020, MEL plays a critical role in tracking, documenting, and learning from the advocacy happening across the confederation. This role will collaborate closely with colleagues across CARE to strengthen the MEL systems for advocacy across CARE and will play a pivotal role in collecting and synthesizing the advocacy data.

Responsibilities:

Manage and Process CARE's Advocacy Data

  • Lead the analysis and consolidation of advocacy initiatives and wins reported through PIIRS and other platforms, including regional, national, and global efforts.
  • Lead the development of new MEL systems and enhance existing systems for capturing the impact of advocacy for CARE USA-led outcome areas, including demonstrating the impact of the national to global connection
  • Manage the validation of CARE's advocacy data for identified wins, including the reported reach and impact
  • Manage the process of identifying and thoroughly documenting CARE's top advocacy wins, either through Contribution Tracing, Outcome Harvesting, or other methods
  • Collaborate with the KM/MEL colleagues to identify trends,learnings, and findings from the advocacy data

Design, Strengthen, and Implement MEL Advocacy Systems

  • Design and implement new and existing MEL advocacy tools to improve systems for measuring and tracking advocacy initiatives
  • Develop guidelines, methods, and systems for calculating the reach and impact of CARE's advocacy
  • Develop and/or strengthen systems for integrating program and advocacy MEL systems
  • Strengthen the capacity of staff in MEL advocacy through trainings and coaching, including in-person and remote
  • Lead and manage strategy to incorporate MEL for advocacy more broadly across CARE
  • Collaborate with the MEL Advocacy Working Group to improve the PIIRS form and process as necessary
  • Maintain, and in some cases develop, platforms to house resources

Documentation and Report Writing

  • Prepare MEL data for internal and external communications and fundraising materials
  • Consolidate MEL data to capture advocacy's impact and contributions to CARE's 2020 outcome area goals
  • Collaborate with PPL colleagues and other stakeholders to connect advocacy and program data to better reflect CARE's work in the field

Additional responsibilities

  • Manage and support additional tasks related to MEL advocacy that arise from identified  gaps and needs.

Qualifications:

  • Masters degree, or equivalent combination of education and work experience, preferably in international development, data analytics, program evaluation, or similiar program
  • Minimum of 5 years of previous professional experience in MEL in a complex organization, preferably evaluating advocacy
  • Experience with advocacy evaluation methods such as outcome harvesting, contribution tracing, and other qualitative methods that better capture the story behind CARE's advocacy win
  • High proficiency with Microsoft Excel and other data analysis and data visualization programs, including but not limited to
  • Analytical expertise
  • Strong qualitative and quantitative skills, preferably as they relate to advocacy work or other complex data systems
  • Project management skills
  • Experience developing and implementing impact measurement activities
  • Strong written, oral communication, and digital skills
  • Ability to function in complex, changing environments, and to work with diverse and remote staff as well as independently.
  • Strong organizational skills and attention to detail
