The Near East Foundation is seeking candidates for a Monitoring, Evaluation and Learning Manager (MEL) to be based in its HQ Office in London, UK to provide support in the development of MEL systems, process and capabilities, and training to M&E and Learning project staffs in Armenia, Morocco, Mali, Jordan, Lebanon, Palestine, Syria and Sudan. For over 100 years, NEF has worked to build more sustainable, prosperous, and inclusive communities in the Middle East and Africa through education, governance, and economic development initiatives. NEF’s work is organized around three program areas: Peacebuilding through Economic Cooperation, Microenterprise Development, and Sustainable Agriculture and Natural Resources Management.

Position Description

The MEL Manager is a member of NEF’s headquarters team, reporting to the Director of MEL Unit. Under the leadership of the Director of MEL, the MEL manager will collaborate with US HQ-based MEL team (MEL Officer and MEL Associate) and the Regional Data Manager based in Amman, Jordan, to develop NEF MEL framework and build countries MEL capacities. The M&E and Learning Manager is responsible for ensuring and maintaining an accurate and up to date M&E and Learning framework to inform NEF project indicators and organizational performances, including providing trainings and on-going support for project staff to ensure timely and quality data collection, analysis, reporting, impact assessment and learning. The M&E and Learning Manager is the focal point in producing project periodic reports, compiling data on project performance against set targets and generating NEF impact assessments, lessons learned and knowledge products.


General M&E and Learning Framework:

  • Contribute to the development and execution of MEL strategy and policies;
  • Create a database for standardized performance indicators and their specific measurement tools;
  • Coordinate the design of project log-frame, MEL Plan and data collection tools;
  • Provide trainings and one-on-one support to build the capacity of NEF staff and partners in implementing Projects MEL Plans data;
  • Engage in outreach to field and HQ teams for M&E and Learning activities;
  • Ensure data management procedures, provides set timelines from project’s collection of data and meet set deadlines in data collection;
  • Oversee data management work performed by project staff and partners in the field;
  • Participate in development of future project proposals;

Data Collection:

  • Formulate, implement, and enforce proper data collection policies and procedures;
  • Ensure accuracy of surveys and other tools for beneficiary selection (vulnerability assessments), for project’s indicators tracking and for learning activities (baseline, follow up and endline surveys, institutional needs assessments, focus group discussions, key informant interviews);
  • Support, supervise and coordinate on-going data collection and data entry by field staff;
  • Build project MEL Officer capacities to train local staff (NEF and partners) to collect data;
  • Organize quality control procedures and regular data quality assessments;
  • Manage when applicable third-party data collection firm and its deliverables.

Quality Control:

  • Document procedures for data preparation including data cleaning, standardization and analysis;
  • Be responsible for quality control procedure (including checking data entry quality);
  • Build project MEL Officer capacities to ensure data cleaning, identify and correct data entry errors;
  • Ensure audit data on a regular basis and ensure data integrity.

Data analysis and reporting, including:

  • Train and support project MEL Officers to analyze data and report on project’s performances;
  • Collaborate with country teams to enable effective data usage through participatory reflective, analysis and learning approaches;
  • Provide statistical analysis with needed controls, using specific software (SPSS, STATA);
  • Coordinate the production of regular and ad hoc reports required for projects and HQ;
  • Coordinate the preparation and presentation of data, when applicable.

Organizational Impact and Learning:

  • Support program and country teams and coordinate data collection and analysis to undertake impact assessments, learning activities and knowledge production;
  • Develop quasi experimental methodologies for more rigorous impact assessment;
  • Contribute to the design and lead the implementation of a learning strategy: elaborate program theories of change, identify key learning thematic, plan resources and lead activities;
  • Document and disseminate lessons learned, and information on the outcomes and impact of NEF interventions on target beneficiaries;
  • Coordinate knowledge production on NEF impact and learning.

Basic Qualifications:

  • Bachelor’s degree in social science, international development, economics, statistics or relevant field.
  • At least 7 years direct professional experience in M&E and Learning in the international development or humanitarian response field, including 3-5 years of experience on USAID funded projects (and/or other equivalent international development donors);
  • Proven experience designing qualitative and quantitative data collection tools and survey instruments;
  • Working knowledge of database and smartphone-based data collection applications;
  • Proven experience designing rigorous methodologies for impact assessments;
  • Proven experience in organizational learning and knowledge production;
  • Proven experience leading or facilitating trainings, learning events etc. with field teams;
  • Demonstrated experience supporting multiple projects simultaneously;
  • Advanced Excel skills, including pivot tables and descriptive statistics;
  • Applicable knowledge working with statistic software such as SPSS, SAS, STATA;
  • Excellent written and verbal communication skills in English and the ability to clearly articulate key messages for multiple audiences and stakeholders;
  • Demonstrated proficiency with MS Office suite;
  • Legally authorized to work in the United Kingdom without company sponsorship now or in the future.

Preferred Qualifications

  • Master’s degree in social science, international development, economics, statistics or relevant field.
  • Knowledge of Arabic and/or French a plus.
