The International Budget Partnership (IBP) is currently seeking a Program Officer, Training, Technical Assistance and Networking (TTAN) to join our team. This Program Officer on the TTAN program supports the TTAN team in its work to develop the capacity of civil society groups in countries around the world to undertake research, analysis and advocacy related to their governments’ budgets, with the goal of ensuring that those budgets advance justice and equity, particularly for the most marginalized in societies.


The TTAN team will lead the civil society capacity-development component of a new, three-year project focused on building the conditions for transparent, inclusive, and accountable public budgeting by improving access to information and strengthening the ability of civil society to actively participate in budget processes. The project will be comprised of three complementary components: 1) civil society capacity building, 2) the Open Budget Survey (OBS), and 3) intensive advocacy to improve country performance on the Open Budget Survey.  Located in TTAN, but working closely with the Policy Team and OBS colleagues, the Program Officer will be primarily responsible for providing research support to inform the development of capacity-building materials.

What you'll do:

  • Take primary responsibility for researching and preparing information on national budgets and the broader budget and policy contexts for capacity-development and technical assistance purposes.
  • Manage the implementation of the Open Budget Survey in a small subset of countries, as assigned and agreed by the team:
      • -Review draft questionnaires for consistency within each survey country and across all survey countries
      • -Closely monitor and report on the progress of implementation of the OBS in assigned countries
      • -Provide technical assistance and support to research partners in assigned countries
      • -Manage relationship with partners in assigned countries, including supporting research partners in their engagement with key stakeholders from civil society, government and multilateral institutions
  • As part of the TTAN team, help research, develop, compile and evaluate curricula and materials for capacity-development on budget analysis and advocacy; occasionally assist in the delivery of capacity-development support.
  • Participate in priority activities of the Building the Field Initiative, develop and implement work plans, contribute to budgeting exercises, and collaborate with colleagues to ensure that the TTAN program best contributes to the realization of the Initiative and of IBP’s overall strategy.
  • Collaborate closely with colleagues in the Open Budget Survey and Policy teams to ensure effective implementation of joint programs.

Other Responsibilities:

  • Participate in IBP all-staff retreats, in all TTAN team meetings, and occasional Policy Team meetings
  • Contribute to drafting of contracts with consultants, supporting the execution and monitoring of consultant performance
  • Comply with all administrative and financial protocols, policies and procedures


  • Bachelor’s degree in public finance, economics, public policy, public administration, social science, or a related development field, required; Master’s degree, a plus


  • Minimum of 2 to 5 years of experience with public finance management or working on budget issues, preferably in a variety of country contexts, or a related development field
  • Minimum of two to five years of experience conducting research and analysis and preparing written reports and briefs on same.
  • Experience working in or with civil society organizations, and/or in providing capacity-building desired


  • Ability to read, interpret, extract and analyze data from national government budget documents
  • Strong analytical, quantitative and qualitative research skills and ability to synthesize across multiple sources
  • Strong written and verbal communication skills; high-level ability to communicate effectively with partners, colleagues, consultants and representatives of government or other multilateral organizations; ability to produce clear and visually appealing tables and charts showing budget data and trends
  • Language skills – fluency in English required, other languages (particularly French or Spanish) highly desirable
  • High-level of organization and attention to detail; strong ability to prioritize tasks to meet multiple deadlines
  • Ability to work well independently with minimal supervision while maintaining regular and frequent communications with colleagues
  • Strong interpersonal skills, including the sensitivity for building relationships and alliances across different groups, and the ability to thrive in and contribute to a culture of collaboration and teamwork in a diverse work environment
  • Proficiency with Microsoft Office package, required; proficiency with other specialist software applications, desirable

  • Duties are generally carried out in a normal business office environment – i.e., working at a computer while sitting at a desk for extended periods of time
  • Some international travel possible


  • Washington, DC preferred, but location is negotiable based on experience
