Resident Deputy Chief of Party: Information Integrity Program, Georgia


The National Democratic Institute for International Affairs (NDI) seeks a Deputy Chief of Party for the USAID Georgia Information Integrity Program. The goal of the program is to enhance Georgian efforts to advance the integrity of the information space and build societal resilience in the face of disinformation and propaganda campaigns. This effort will seek to build upon existing efforts in the country, build a sustainable community of stakeholders to coordinate counter-disinformation efforts and maximize impact, and to strengthen capacities to pursue more data-driven, effective and measurable approaches. Hiring will be contingent upon award of the program.

The ideal candidate possesses at least 8 years of professional experience encompassing the fields of disinformation, research, digital communications, politics, and international democracy assistance in the Eurasian context, with knowledge of Georgia highly preferred. S/he will have a demonstrated ability to manage staff and programming, oversee compliance with donor and NDI requirements, and ensure coordination with other activities in the NDI/Tbilisi office.

Essential Responsibilities

  • Support the Chief of Party (COP) in designing, implementing, and monitoring and evaluating program activities.
  • Oversee day-to-day management of activities and implementation of specific program components.
  • Establish necessary programmatic and administrative structures.
  • Provide day-to-day management of program staff.
  • Ensure compliance with legal requirements and donor and NDI policies.
  • Assist COP in managing relationships with key partners and stakeholders.
  • Oversee budgetary and financial management for the program.
  • Produce written reporting to donors and NDI/DC on activities, progress and results.


  • Minimum eight (8) years' professional experience managing and implementing complex, multi-component programs.
  • Undergraduate degree or higher in political science, international studies, or other relevant fields; graduate degree highly desirable.
  • Demonstrated ability to effectively manage staff.
  • Knowledge and understanding of disinformation, politics, civil society, media, and tech issues in Georgia.
  • Excellent interpersonal and communications skills, with demonstrated ability for public speaking, writing and reporting in English.
  • Experience in living and working in Eurasia, particularly in Georgia.
  • Ability and willingness to travel to regional locations that may be remote and difficult to reach.
  • Experience with Google Apps (Gmail, Calendar, Google Drive, G+, etc.) is a must, as well as familiarity with protocols for the secure storage and sharing of information (cyber hygiene).
