Global Communities is seeking a Senior Humanitarian Assistance Program and Development Manager to join the Humanitarian Assistance team at the headquarters in downtown Silver Spring, Maryland.

Within the small, fast-paced Department of Humanitarian Assistance, the Sr. HA Program and Development Manager functions in a leadership role. S/he is responsible for generating revenue for the department by leading the design, development, and submission of humanitarian assistance and recovery concepts and proposals, and providing senior level program management to ensure high quality implementation of existing programs. Contributes to the strategic direction of HA, and represents the department both internally and externally.


  1. Contributes to the development of the department’s new business strategy to sustain and expand humanitarian program initiatives, with a primary focus on Yemen. Leads proposal teams, acts as team lead and/or technical writer, technical advisor and reviewer on humanitarian program development initiatives. Recommends strategies to enhance competitiveness and increase organizational growth. Represents HA coordinating and providing support to cross-departmental development initiatives in areas of mutual interest.
  2. Provides senior level program management and oversight to humanitarian projects, working with field teams to: initiate and set goals for country programs according to the strategic objectives of the organization; plan the programs from start to completion with work plans and M&E processes; devise strategies to monitor performance (programmatic and operations) and determine the need for improvements; provide feedback to help resolve any complex in-country problems; ensure program operations and activities adhere to legal guidelines and internal policies; recruit and support the onboarding of new staff; review donor reports and communications materials; represents GC with donor counterparts in the field and HQ.
  3. Contributes to the development and implementation of the overall Global Communities humanitarian assistance strategy, including in non-presence locations and in new technical areas.
  4. Represents Global Communities at relevant coordination and donor forums. Establishes and maintains excellent working relationships with donors and other humanitarian assistance personnel.
  5. Leads and participates in field humanitarian needs assessments in rapid-onset and on-going emergency settings, and serves in various roles on emergency response teams as required. Produces succinct written and oral summaries and analyses of humanitarian conditions.
  6. Conducts desk research and maintains excellent working relationships with other humanitarian assistance personnel in order to write relevant, timely, program or technically focused analyses.
  7. Undertakes all other duties and projects as may be assigned from time to time.

Knowledge, Skills and Abilities

  • Demonstrated knowledge of international humanitarian response and recovery program methodologies and grants administration.
  • Demonstrated experience in conducting field assessments, and knowledge of current monitoring and evaluation techniques.
  • Strong program design skills in a complex, humanitarian environment.
  • Demonstrated technical abilities in any of the following areas preferred: economic recovery and market systems (ERMS), urban response programming, humanitarian protection and gender-based violence efforts, livelihoods and food security, water, sanitation, and hygiene (WASH), GIS/mapping.
  • Experience working successfully in cross-cultural and multi-disciplinary settings.
  • Excellent problem-solving and analytical skills, alongside the ability to interpret documents and spreadsheets, analyze information, and develop strategies.
  • Excellent written and oral communication skills in English, written and oral. Foreign language skills preferred, especially Arabic or Spanish.
  • Ability to work effectively in an atmosphere of shifting priorities and deadline pressure.
  • Excellent organizational skills. Ability to work independently in a fast-paced environment and meet conflicting deadlines with a minimum of supervision.
  • Ability to mobilize, often with no more than 24 to 48 hours’ notice, to challenging and insecure environments. Willingness to travel approximately 30% of the time.


  • A Master's degree in relevant discipline and a minimum of 5-8 years of experience in humanitarian program management and/or business development or a Bachelor’s degree in relevant discipline and a minimum of 8 - 10 years of experience in humanitarian program management and/or business development.
  • Demonstrated experience in leading the design and writing of winning emergency response, recovery, or disaster risk reduction proposals, particularly for USAID/OFDA, State/PRM, DFID, and/or UN agencies preferred.
  • Demonstrated program management experience working on humanitarian and early recovery programs funded by USAID/OFDA, State/PRM, DFID, and/or UN agencies preferred.
  • Prior experience in Yemen strongly preferred.
  • Equivalent combination of education and experience.
  • Must have U.S. work authorization.
