About AVAC

Founded in 1995, AVAC uses communication, education, policy analysis, advocacy and a network of global collaborations to accelerate the ethical development and global delivery of HIV prevention options as part of a comprehensive and integrated response to the epidemic. AVAC works across the “research-to-rollout” continuum in solidarity with individuals and groups most impacted by HIV.

AVAC advocates for HIV prevention to end AIDS. With partners worldwide, AVAC pushes for the funding, focus, implementation and research that’s needed to make it happen. We:

  • Accelerate product innovation and availability: AVAC collaborates with partners who work across the HIV prevention spectrum, from research to rollout, to expand the portfolio of prevention options and ensure products are available, accessible and used by those who need them most.
  • Advocate for access to high-impact prevention: AVAC is part of a robust civil society movement helping to shape a new era of global health spending and planning related to HIV prevention.
  • Improve research conduct: AVAC advocates for research that is grounded in well-informed, community-centered perspectives. AVAC promotes the adoption of Good Participatory Practice (GPP) in research, convenes consultations and workshops, and produces publications, podcasts, webinars, and other research literacy materials. The involvement of key stakeholders throughout the research process is central to all this work.
  • Promote effective HIV prevention policy: Ending the HIV epidemic depends on political will, committed resources and supportive policies at global and national levels. AVAC’s policy work, in partnership with a global network of civil society partners, focuses on the importance of funding and strategic planning for HIV prevention research and the imperative to bring long-term solutions to the people who need them.
  • Track and translate the field: Our communications and publications translate complex science into accessible resources. This work is at the core of our mission to advance prevention and end the epidemic. We focus on ensuring people with different kinds of expertise can better understand context, community perspectives, science and policy.
  • Strengthen global advocacy networks: AVAC supports the development and sustainability of advocacy networks focused on accelerating HIV prevention from research to rollout. These networks, mostly centered in Africa, bring vigorous attention to science, policy, funding, community, communications, health services and the regulatory process, charting a path to end the HIV epidemic.

Role summary

The Senior Program Manager will actively engage and provide leadership on policy advocacy for AVAC, and provide technical, content-focused support to advance AVAC’s overall policy and advocacy programs. This person is responsible for cultivating and managing relationships with external partners and parties, and supporting AVAC’s ongoing data collection and analysis work. This position will benefit from experience with an understanding of global health, US government policies and funding, HIV/AIDS, sexual and reproductive health, and program implementation. This work includes, but is not limited to:

Essential job functions:

  • Play a central role in the execution of AVAC’s policy, data and analytics programs, including:
    • Managing the development and implementation of AVAC’s strategic policy agenda.
    • Managing, monitoring, and cultivating relationships with key policy advocacy groups and coalitions working on HIV/AIDS, global health, and SRHR policy; serve as an AVAC representative in meetings on Capitol Hill and before agencies that administer US foreign and domestic HIV policy.
    • Draft white papers, policy and advocacy reports, blogs, and other written materials that communicate and advance AVAC’s policy priorities.
    • Monitor and actively represent AVAC on key coalitions and listservs.
    • Collaborate with teams across AVAC to define, develop, and advance policy positions and strategies that advance AVAC goals.
    • Support AVAC’s strategic policy advocacy priorities through presentations and public speaking.
    • Contribute to the development of AVAC’s annual work plan and accompanying budget as it relates to policy, data and analytics programs.
    • Management duties may include supervision of consultants and staff members.
  • Conduct and direct policy analysis and data collection and analytics as it relates to HIV prevention programming and in order to inform and influence program resources, design, and results:
    • Manage data collection efforts related to HIV prevention programming in various priority countries.
    • Prepare regular reports and presentations on HIV prevention programming for external partners and funders.
    • Provide data analysis to advance AVAC’s advocacy and communications goals.
    • Monitor, analyze and report on recent policy developments related to HIV prevention programming in the US and various priority countries.
    • Support policy and funding advocacy directly or through partners in US, Europe and Africa.
  • Maintain and enhance AVAC’s data management system for tracking ongoing prevention funding and implementation in African countries:
    • Conduct desk research and communication with implementers, funders, AIDS planning agencies, ministries of health and networks to collect relevant data on African prevention funding and programming.
    • Ensure most recent data on prevention research and implementation is integrated into AVAC publications, websites and initiatives as appropriate.
    • Analyze and collect data related to support for partners around prevention programming.
  • Oversee data visualization work within AVAC:
    • Assist with slide and poster conceptualization, creation and formatting ahead of conferences, meetings, and for dissemination on AVAC website and for external partners and funders.
    • Collect data to develop infographics and map graphics related to AVAC’s work and for AVAC’s website.
  • Other duties as assigned.

Position qualifications

While no one candidate will possess all the qualifications listed below, the ideal candidate will embody many of the following professional and personal abilities, attributes, and experiences:

  • Commitment to AVAC’s mission and values, including our commitment to fostering an equitable, diverse and inclusive working environment.
  • Master’s degree and/or 5-7 years of work experience in public health, public policy, development or other relevant field.
  • Knowledge of and commitment to HIV/AIDS, international health and development issues and programming.
  • Advanced computer skills, including MS Office (Word, Excel, PowerPoint, Outlook), creating dynamic and engaging graphics and data visualization, and robust Internet research abilities.
  • Experience with database development and management.
  • Advanced project management skills.
  • Agility and comfort with quantitative analysis.
  • Experience with data visualization and translation of data and information into graphics.
  • Excellent writing, editing and content development skills, with an ability to convey complex ideas in a clear and direct style.
  • Ability to travel domestically and internationally up to 15-20% of the time.
  • Authorization to work in the United States.
