HIAS seeks a Supervising Attorney to provide direct representation of mostly non-detained applicants for immigration benefits, primarily asylum, Special Immigrant Juvenile (SIJ), T visas and U visas before the Immigration Court (EOIR), U.S. Citizenship and Immigration Services (USCIS), the Board of Immigration Appeals (BIA), and the New York family courts. S/he supervises HIAS’ attorneys and law intern staff in New York City, providing mentorship, case review, and opportunities for growth and development in the field. Supervising Attorney also manages day to day operations of HIAS legal staff in NYC, in coordination with Director, HIAS New York and HIAS’ Legal Director (in Silver Spring).

Essential Functions:

  • Represents a small caseload of mostly non-detained cases for immigrants in HIAS’ holistic legal services program; develops cases and represents such clients before the New York family courts, Asylum Office, Immigration Courts and Board of Immigration Appeals.
  • Coordinates with HIAS’ volunteer coordinator on the provision of individualized, volunteer-supported wraparound services for legal clients.
  • Provides direct supervision and mentorship to all HIAS attorney staff in New York City; sits as co-counsel, as needed, for newer attorneys.
  • Identifies areas for legal staff skills improvement and create training and development opportunities for them.
  • Refines and develops intake procedure as needed; oversees intake, case acceptance in line with HIAS priorities, and case review.
  • Provides mentorship for pro bono attorneys in collaboration with the Pro Bono Program Manager.
  • Responds to enquiries about immigration law and procedures from other HIAS staff, as well as external individuals, organizations and cooperating agencies.
  • Attends conferences and lectures and otherwise stay informed of current developments in immigration law and procedure.
  • Maintains records in compliance with reporting requirements of any and all grants or agreements.
  • Works with HIAS’ Policy/Advocacy and Community Engagement teams to deliver educational sessions at area synagogues around current asylum and immigration topics.

Qualifications and Requirements:

  • Juris doctor and state bar admission in any state; New York admission is preferred, though not required.
  • A minimum of 5-7 years’ experience with immigration law and removal proceedings; experience with asylum, credible/reasonable fear, and detention processes preferred.
  • A minimum of 2-3 years’ supervisory experience with a dedication to teaching and mentorship within the supervisory relationship.
  • Foreign language fluency in Spanish required, French or Russian preferred.
  • Strong litigation skills, analytical writing skills, verbal skills and public speaking experience.
  • Ability to work with clients of a range of backgrounds with sensitivity to culture, trauma history, age and other vulnerabilities.
  • Must be innovative, self-directed and able to work under pressure to meet deadlines.
