POSITION DESCRIPTION

 

BACKGROUND 

 

The Office of U.S. Foreign Disaster Assistance (OFDA) is the office within USAID that is responsible for providing emergency non-food humanitarian assistance in response to international crises and disasters.  OFDA is part of the Bureau for Democracy, Conflict, and Humanitarian Assistance (DCHA) and is organized into six divisions.

 

The Africa (AFD) Response Division and the Asia, Latin America, Europe, and Middle East (ALE) Response Division are responsible for the provision of emergency humanitarian assistance through a grants mechanism to non-governmental organizations (NGOs), international organizations including United Nations (UN) agencies and to other partners to ensure the implementation and delivery of this assistance.  These divisions also oversee OFDA’s non-response efforts in disaster risk reduction and resilience.  AFD and ALE Response Divisions also coordinate with other organizations for the provision of relief supplies and assistance. They devise, coordinate and implement program strategies for a variety of natural and complex disaster situations. Both Divisions encompass groups of operations specialists who provide technical expert capability in assessing the quality and strategic function of disaster response and risk reduction activities. The AFD Response Division is divided into two teams: East and Central Africa (ECA), and Southern, West, and North Africa (SWAN). The ALE Response Division is divided into four teams: East Asia and the Pacific (EAP), Europe, the Middle East, and Central Asia (EMCA), Latin America and the Caribbean (LAC), and South Asia.

 

The Operations (OPS) Division develops and manages operations for OFDA’s disaster responses by readying people and systems; projecting U.S. Government (USG) humanitarian capacity quickly into the field; and delivering material and technical assistance.  The OPS Division maintains readiness to respond to emergencies through several mechanisms, including managing Urban Search and Rescue Teams, coordinating, staffing, training, and equipping Disaster Assistance Response Teams (DARTs), and Washington-based Response Management Teams (RMTs), and stockpiling emergency relief commodities in key locations around the globe to ensure OFDA’s capacity to execute and coordinate USG humanitarian assistance and response to natural disasters and complex emergencies. The OPS Division provides technical guidance and expertise in Disaster Logistics, Urban Search and Rescue, Operations Center management, activation/readiness, Civil-Military Liaison, and Chemical, Biological, Radiological, Nuclear and Explosive Consequence Management.  It also provides overseas support to OFDA offices and personnel and to other sectors necessary to ensure OFDA’s capacity to execute and coordinate USG humanitarian assistance and response to natural disasters and complex emergencies. The OPS Division is divided into four teams: the Disaster Assistance Support Program (DASP), Military Liaison Team (MLT), Operations Support Team (OST), and Overseas Administration Team (OAT).

 

The Program Support (PS) Division provides operational management support, including general administration, budget and financial services, procurement planning, information technology, human resources management including staff care, and contract and grant administration support to OFDA.  The PS Division supports OFDA's mandate by providing innovative solutions in the areas of Information Technology, staffing, funds control, budgeting, human resource management, and procurement to facilitate timely disaster responses. The PS Division is divided into four teams: the Award, Audit, and Risk Management (AARM) team, Human Resources Management Team (HRM), Budget, Finance, and Information Technology (BFIT) Team, and the Acquisition and Management (ACQ) Team.

 

The Preparation, Strategic Planning and Mitigation (PSPM) Division is responsible for the technical oversight of all OFDA response and mitigation programs, as well as preparation for response, mitigation, and disaster risk reduction activities. The PSPM Division houses technical experts in all sectors potentially affected by disasters, and leads the Agency in developing and promoting best practices for programming in these specific sectors. In addition, PSPM will be the focal point for technological innovations for humanitarian assistance in areas such as monitoring and evaluation, assessment, and information management. The PSPM Division is divided into four teams: Cross-Cutting Sectors Team, Natural Hazards Team, Health Team, and the Food Security and Livelihoods Team.

The Humanitarian Policy and Global Engagement (HPGE) Division assists the DCHA front office, the OFDA Director and OFDA Deputy Director with tracking trends and policy developments in the humanitarian assistance field.  It engages in policy dialogue with other parts of USAID, the USG interagency, other donors, multilateral agencies, and NGO partners; recommends strategies for action to DCHA; initiates development of policy and internal guidance for OFDA; maintains global relationships with implementing partners, other donors, and the broader humanitarian architecture; and engages with the UN to advance USG humanitarian policy objectives and promote humanitarian principles within the USG and internationally.   The HPGE Division leads OFDA's communications and social media outreach to effectively communicate OFDA’s story to a variety of strategic audiences.  It serves as the office’s primary interlocutor on strategic issues with other federal partners to provide guidance to OFDA on policy issues pertaining to the interagency, and to improve USG humanitarian coordination and response during large-scale crises. The HPGE Division staff manages global programs, policy and outreach, strategic communications, and interagency training and engagement. HPGE is divided into seven teams: Policy Team, Global Programs Team, Strategic Interagency Team, Strategic Communications Team, Global Capacity and Leadership Development Team, Public-Private Engagement Team, and the United States Mission to the UN (USUN) in New York, Geneva, and Rome.

INTRODUCTION

 

To address humanitarian crises in numerous locations across the world, OFDA has created the RMT and DART structures. The Washington-based RMTs support the USG’s humanitarian assistance efforts in response to slow onset, rapid onset, and complex emergencies in multiple, varying locations, offering operational support to the field-based DARTs and serve as the focal point for coordination among USG interagency partners and other key stakeholders in Washington. The OFDA team members in the field are responsible for coordinating the USG’s humanitarian response to countries in need, establishing programs to meet clearly defined humanitarian needs, and for overseeing OFDA’s current and future humanitarian assistance programming. This solicitation is intended to establish the DMO cadre and fill multiple DMO and DART Deputy Team Leader for Operations positions, each of whom will be responsible for managing the Operations Section on a RMT or DART.

 

The RMT reports to the Response Director (RD), a role most often filled by the USAID/OFDA Director. The RMT is led by a Response Manager (RM) who has three Deputy Managers, one each to supervise the activities of the Planning, Coordination, and Operations sections.  The RMT collaborates with DART leaders and the RD to lead and develop the overall strategy for the response; manages overall RMT activities, including support for the DARTs and coordination within USAID and with partners; and serves as representatives for relevant USAID stakeholders to other federal officials, the media, and Congress.

 

The RMT gathers and analyzes information from these various sources and evaluates the impact of strategic, political, resource availability, budgetary, and other issues on the response.  The RMT helps to integrate these issues with the field-level approach recommended by the DARTs to provide overall strategy recommendations to the RD.  When the RD determines the strategic direction, the RMT coordinates with other staff in OFDA to determine the best method to activate and coordinate resources, including funding, staff, commodities, and supplies.

 

The DART reports to the RD, and is led by the DART Team Leader.  The DART takes a leadership role within the international humanitarian architecture, shaping and encouraging policies to improve humanitarian action. The DART coordinates field-based USG engagement in the response and ensures that OFDA excels in the provision of humanitarian assistance by determining the strategy and field-level approach to humanitarian relief. This strategy will include the sectors and geographic areas most in need of USG assistance, the placement and use of resources (commodities, personnel, and equipment), and the identification of program priorities and qualified implementing partners. The DART seeks to address challenges and issues encountered in the affected country or region, using OFDA’s limited funding to best advantage. Within this scope, the DART will: lead the development of the overall response strategy, in collaboration with the RD and RMT; conduct field assessments, prepare field reporting, and recommend appropriate avenues for OFDA relief funds; manage on-site relief operations, such as the movement and consignment of USG relief commodities; coordinate response activities with the U.S. Embassy, USAID Mission, other USG agencies, donor governments, the host country, international organizations (IOs), non-governmental organizations (NGOs), and other implementing partners.

 

OBJECTIVE

 

OFDA has established a cadre comprising multiple DMOs and DART Deputy Team Leaders for Operations to serve on various RMTs and DARTs in order to meet its objectives of maintaining continuity in key response leadership positions, fulfilling the staffing needs outlined in the Multiple Response Staffing Strategy, and providing necessary technical operational support to the complex responses to worldwide crises.  This position will have the capacity to serve in the RMT DMO and DART Deputy Team Leader for Operations roles.

 

  1. CORE FUNCTIONAL AREAS OF RESPONSIBILITY

 

DUTIES AND RESPONSIBILITIES

 

The DMO cadre is responsible for serving as OFDA’s leads for supporting operational response, both in Washington and the field. Intermittent with RMT service, the USPSC will be expected to serve on DARTs in the Deputy Team Leader for Operations role. The RMT DMO and DART Deputy Team Leader for Operations supports day-to-day activities of the RMT and DART, respectively – including staffing, organization, communication, and disaster assistance resources – and supervise the Operations Section that comprises administration, communications and records, logistics, safety and security, military liaison, and when needed, Urban Search and Rescue coordination units.  The DMO and DART Deputy Team Leader for Operations manage internal team issues, helping to solve or elevate problems that impact team efficiency.  When not engaged on an active response, these staff will conduct scheduled rotations between the four teams within the Operations Division (Disaster Assistance Support Program, Military Liaison Team, Operations Support Team, and Overseas Administration) to acquire additional familiarity and provide backfill for staff working responses. This position will take the following actions:

 

Specifically:

  • Open and maintains position task book (PTB) for RMT DMO and DART Deputy Team Leader for Operations;
  • Delegate, monitor, and assure completion of tasks assigned to the Operations Section Units (civil-military, logistics, safety and security, communications, and administration);
  • Prepare written documentation required to manage the response including delegations of authority articulating response objectives of the RMTs and DARTs for approval by the RD. Also ensure that appropriate guidance is prepared on support mechanics (travel, visas, funding) required to deploy and support staff;
  • Is responsible for staffing plans for the DARTs and RMTs in consultation with the RM, DART leader(s), and OFDA’s senior staff. Recommend staffing and resource support alternatives that meet the objectives of USAID’s disaster management strategy;
  • Make recommendations to the RD, RMs and DART leaders regarding DART and RMT staffing, rotation, and demobilization/transition;
  • Track OFDA personnel and commodity resources committed to the response;
  • Coordinate with other units within OFDA and USAID as well as other USG organizations to fulfill the response strategy;
  • Work with DART leaders and US embassy and/or USAID Missions to ensure that the DART receives all necessary support;
  • Communicate with participating USG agencies and external organizations to coordinate response activities, in close coordination with the RMT Deputy Manager for Coordination;
  • Develop operational contingency plans to help guide the response, as needed, in coordination with RMT and DART leadership and participating USG agencies.
  • Work with the Communication and Records Coordinator to monitor documentation of significant actions and events;
  • Collaborate with the OFDA Operations Center Manager to ensure the operations center is functioning properly to meet the RMT’s needs;
  • Manage the demobilization/transition of DART and RMT staff: supervise the development of the Staff Demobilization/Transition Plan, working with the Deputy Manager for Planning (DMP); track plan progress and makes adjustments as needed;
  • Participate in relevant trainings, division- or office-level rotations to provide necessary support and gain additional technical and operational knowledge;
  • Participate in training to obtain Agreement Officer Representative (AOR)/Contracting Officer Representative (COR) certification. This includes ensuring adequate Continuous Learning Points (CLPs) to maintain AOR/COR certification;
  • Obtain and maintain an active Classified network (CLASSNET) email account;
  • Serve as the OFDA after-hours duty officer on a rotational basis, for approximately one week every six months;
  • Serve on DARTs in the Deputy Team Leader for Operations role, which may require immediate (within 24 hours) deployment overseas for an extended period of time;
  • Conduct scheduled rotations between the four teams within the Operations Division (Disaster Assistance Support Program, Military Liaison Team, Operations Support Team, and Overseas Administration) to acquire additional familiarity;
  • Serve as backfill for staff working responses.
  • Conduct analysis of lessons learned and best practices for humanitarian response.
  • As needed, may serve on temporary details within the office, not to exceed six months. Duties performed while on detail will be aligned with the Team’s existing duties and responsibilities as well as directly related to the scope of work provided.

 

SUPERVISORY RELATIONSHIP:

The DMO cadre rests within OFDA’s Operations Division, but the USPSC will take direction from and report to the RMT Response Manager, DART Team Leader, or his/her designee for day-to-day activities of the RMT or DART.  Additionally, the Operations Division’s Operations Support Team (OST) will be responsible for establishing the training requirements and providing onboarding supervision for the position. The position directly supervises a staff of seven or more people including, but not limited to, the Administrative Coordinator, Civil-Military Affairs Coordinator, Communications and Records Coordinator, Logistics Coordinator, Safety and Security Officer, and others as needed.

 

SUPERVISORY CONTROLS:

Supervisor provides administrative directions in terms of broadly defined missions or functions.  The USPSC independently plans, designs and carries out programs, projects, studies or other work.  Results are considered authoritative and are normally accepted without significant change.

The work is generally sedentary and does not pose undue physical demands.  During deployment on DARTs (if required), and during site visits, there may be some additional physical exertion including long periods of standing, walking over rough terrain, or carrying of moderately heavy items (less than 50 pounds).
