SUBJECT: Solicitation for U.S. Personal Service Contractor (USPSC)

Dear Prospective Offerors:

The United States Government (USG), represented by the U.S. Agency for International Development (USAID) Office of U.S. Foreign Disaster Assistance (OFDA), is seeking offers from qualified U.S. citizens to provide personal services as an Information Support Unit Deputy Team Lead (ISU DTL) under a United States Personal Services Contract (USPSC), as described in the solicitation.

6. MARKET VALUE: The initial grade level of this position will be the equivalent of a GS-13 with the opportunity for advancement to the GS-14 equivalent after at least two years at the GS-13 level, if the individual receives a recommendation from the supervisor for advancement along with an Exceeds Fully Successful performance evaluation. Final compensation will be negotiated within the listed market value and based upon the candidate’s established salary history. Salaries over and above the top of the pay range will not be entertained or negotiated.

11. STATEMENT OF DUTIES

POSITION DESCRIPTION

BACKGROUND

The Office of U.S. Foreign Disaster Assistance (OFDA) is the office within USAID that is responsible for providing emergency non-food humanitarian assistance in response to international crises and disasters. OFDA is part of the Bureau for Democracy, Conflict, and Humanitarian Assistance (DCHA) and is organized into six divisions.

The Africa (AFD) Response Division and the Asia, Latin America, Europe, and Middle East (ALE) Response Division are responsible for the provision of emergency humanitarian assistance through a grants mechanism to non-governmental organizations (NGOs), international organizations including United Nations (UN) agencies and to other partners to ensure the implementation and delivery of this assistance. These divisions also oversee OFDA’s non-response efforts in disaster risk reduction and resilience. AFD and ALE Response Divisions also coordinate with other organizations for the provision of relief supplies and assistance. They devise, coordinate and implement program strategies for a variety of natural and complex disaster situations. Both Divisions encompass groups of operations specialists who provide technical expert capability in assessing the quality and strategic function of disaster response and risk reduction activities. The AFD Response Division is divided into two teams: East and Central Africa (ECA), and Southern, West, and North Africa (SWAN). The ALE Response Division is divided into four teams: East Asia and the Pacific (EAP), Europe, the Middle East, and Central Asia (EMCA), Latin America and the Caribbean (LAC), and South Asia (SA).

The Operations (OPS) Division develops and manages operations for OFDA’s disaster responses by readying people and systems; projecting U.S. Government (USG) humanitarian capacity quickly into the field; and delivering material and technical assistance. The OPS Division maintains readiness to respond to emergencies through several mechanisms, including managing Urban Search and Rescue Teams, coordinating, staffing, training, and equipping Disaster Assistance Response Teams (DARTs), and Washington-based Response Management Teams (RMTs), and stockpiling emergency relief commodities in key locations around the globe to ensure OFDA’s capacity to execute and coordinate USG humanitarian assistance and response to natural disasters and complex emergencies. The OPS Division provides technical guidance and expertise in Disaster Logistics, Urban Search and Rescue, Operations Center management, activation/readiness, Civil-Military Liaison, and Chemical, Biological, Radiological, Nuclear and Explosive Consequence Management. It also provides overseas support to OFDA offices and personnel and to other sectors necessary to ensure OFDA’s capacity to execute and coordinate USG humanitarian assistance and response to natural disasters and complex emergencies. The OPS Division is divided into four teams: the Disaster Assistance Support Program (DASP), Military Liaison Team (MLT), Operations Support Team (OST), and Overseas Administration Team (OAT).

The Program Support (PS) Division provides operational management support, including general administration, budget and financial services, procurement planning, information technology, human resources management including staff care, and contract and grant administration support to OFDA. The PS Division supports OFDA's mandate by providing innovative solutions in the areas of Information Technology, staffing, funds control, budgeting, human resource management, and procurement to facilitate timely disaster responses. The PS Division is divided into four teams: the Award, Audit, and Risk Management (AARM) Team, Human Resources Management (HRM) Team, Budget, Finance, and Information Technology (BFIT) Team, and the Acquisition and Management (ACQ) Team.

The Preparation, Strategic Planning and Mitigation (PSPM) Division is responsible for the technical oversight of all OFDA response and mitigation programs, as well as preparation for response, mitigation, and disaster risk reduction activities. The PSPM Division houses technical experts in all sectors potentially affected by disaster, and leads the Agency in developing and promoting best practices for programming in these specific sectors. In addition, PSPM will be the focal point for technological innovations for humanitarian assistance in areas such as monitoring and evaluation, assessment, and information management. The PSPM Division is divided into four teams: Cross-Cutting Sectors Team, Natural Hazards Team, Health Team, and the Food Security and Livelihoods Team.

The Humanitarian Policy and Global Engagement (HPGE) Division assists the DCHA front office, the OFDA Director and OFDA Deputy Director with tracking trends and policy developments in the humanitarian assistance field. It engages in policy dialogue with other parts of USAID, the USG interagency, other donors, multilateral agencies, and NGO partners; recommends strategies for action to DCHA; initiates development of policy and internal guidance for OFDA; maintains global relationships with implementing partners, other donors, and the broader humanitarian architecture; and engages with the UN to advance USG humanitarian policy objectives and promote humanitarian principles within the USG and internationally. The HPGE Division leads OFDA's communications and social media outreach to effectively communicate OFDA’s story to a variety of strategic audiences. It serves as the office’s primary interlocutor on strategic issues with other federal partners to provide guidance to OFDA on policy issues pertaining to the interagency, and to improve USG humanitarian coordination and response during large-scale crises. The HPGE Division staff manages global programs, policy and outreach, strategic communications, and interagency training and engagement. HPGE is divided into seven teams: Policy Team, Global Programs Team, Strategic Interagency Team, Strategic Communications Team, Global Capacity and Leadership Development Team, Public-Private Engagement Team, and the United States Mission to the UN (USUN) in New York, Geneva, and Rome.

INTRODUCTION

The Information Support Unit Deputy Team Lead (ISU DTL) will manage a team of Information Officers (IOs) who support USAID’s Office of U.S. Foreign Disaster Assistance, which provides humanitarian assistance for the U.S. Government (USG) in response to natural disasters and complex emergencies. The ISU DTL oversees the day-to-day work of IOs who are monitoring and reporting on humanitarian conditions and response activities, compiling and disseminating information about USG humanitarian activities, and producing a wide range of public and internal information products. The ISU DTL plays a key role in response staffing, output quality control, task delegation, and information unit management. The ISU DTL will report to OFDA’s HPGE Division and work closely with the USAID’s Office of Food for Peace (FFP) Policy, Partnerships, Program, and Communications (PPPC) Division.

OBJECTIVE

OFDA’s HPGE Division requires the services of an ISU DTL based in Washington, D.C. and available for deployment to disaster zones and conflict-affected areas in order to support and sustain quality reporting on international humanitarian crises and USG response.

DUTIES AND RESPONSIBILITIES

The initial grade level of this position will be the equivalent of a GS-13 with the opportunity for advancement to the GS-14 equivalent after at least two years at the GS-13 level, if the individual receives a recommendation from the supervisor for advancement along with an Exceeds Fully Successful performance evaluation. Advancement to the GS-14 level is not guaranteed.

This position requires an individual who is able to reside in Washington, D.C., and is willing to deploy to disaster zones, including conflict-affected areas, often on short notice, as needed. The selectee must be prepared to function effectively in a challenging and restrictive work environment and be willing to strictly adhere to U.S. Embassy security guidelines.

The ISU DTL manages a team of IOs who compile, draft, and disseminate information about humanitarian conditions and USG humanitarian response activities for internal USG and external audiences. The ISU DTL manages the day-to-day operation of the regional portfolio, including staffing and deployment scheduling, and oversees the quality control of humanitarian reporting generated by the IOs.

Working closely with staff in OFDA and FFP, the ISU DTL duties include the following:

At the GS-13 Equivalent Level:
• In coordination with supervisor, provide general management and supervision of a regional IO team including onboarding and training new staff, conducting staff performance reviews, and participating in recruitment and hiring processes.
• Support general oversight and overall quality control process for a regional IO team, including regular product reviews, as well as developing and enforcing performance quality standards.
• Coordinate with information support leadership and other staff to maintain process and product guidance documents common to all regional IO teams in support of establishing a single USAID humanitarian voice.
• Coordinate with information support leadership to recommend, determine, and communicate staffing and deployment assignments to division staff.
• Liaise with USAID humanitarian staff to track disaster response needs and address information product demands.
• Engage with OFDA, FFP, USAID Mission, U.S. Embassy, and other USG personnel, as well as other donor government representatives and UN/Private Voluntary Organizations (PVOs)/NGOs/international organizations, to present an inclusive and comprehensive picture of U.S. humanitarian response efforts in information products.
• Attend humanitarian coordination and other meetings in Washington, D.C., and in crisis zones and collaborate closely with information counterparts from humanitarian organizations, including UN agencies and NGOs, to ensure that all relevant humanitarian information is obtained and incorporated into humanitarian field products and provided to Washington, D.C.-based IOs in a timely manner.
• When needed, perform the duties of an IO, including to collect and synthesize information pertaining to regional humanitarian situations and response efforts, as well as draft, edit, appropriately format, and disseminate a wide range of internal and external information products in Washington, D.C., and overseas.
• When deployed as an IO,
o produce field notes, trip reports, meeting and call notes, updates, reporting cables, public reports, and other information products as needed;
o Manage data and produce or facilitate the production of a range of visual information products, such as maps, photos, tables, and charts;
o Assist in the preparation of agendas and briefings for official USG visitors;
o Obtain appropriate clearances for all information products created;
o Participate in meetings with OFDA and FFP partners, humanitarian assessments, and site visits in order to obtain information for field reports.
• Travel internationally on short notice for possibly extended periods of time.
• Serve, as needed, on Washington, D.C.-based RMTs, which provide support to DARTs deployed in response to disasters. The duties on RMTs will be varied.
• Serve, as needed, on DARTs, which may require immediate (within 24 hours) deployment overseas for an extended period of time.
• Serve as the OFDA after-hours duty officer on a rotational basis, for approximately one week every six months.
• As needed, may serve on temporary detail within the office to meet operational needs during staff shortages, not to exceed six months. Duties performed while on detail will be aligned with the Team’s existing duties and responsibilities as well as directly related to the scope of work provided.

For the GS-14 Equivalent (if the PSC is promoted during contract performance):
At this grade level, the ISU DTL has demonstrated competencies in the duties and responsibilities described above. She/he will perform the duties outlined above, as well as the following:
• Operate with greater independence in coordination with supervisor to provide general oversight and manage overall quality control process for a regional IO team, including regular product reviews, as well as developing and enforcing performance quality standards.
• Coordinate with humanitarian information leadership and other staff to review, establish, and maintain process and product guidance documents common to all regional IO teams in support of establishing a single USAID humanitarian voice.
• Engage with USAID humanitarian staff to track disaster response needs and determine appropriate and strategic ways to address information product demands.
• In coordination with regional team staff and disaster response team leads, engage at a representational level with OFDA, FFP, USAID Mission, U.S. Embassy, and other USG personnel, as well as other donor government representatives and the UN/PVOs/NGOs/international organizations, to present an inclusive and comprehensive picture of U.S. humanitarian response efforts in information products.

SUPERVISORY RELATIONSHIP:
The USPSC will take direction from and report to the OFDA HPGE Division Director or his/her designee. The USPSC will work closely with OFDA and FFP’s Information Support Units, which will also provide appropriate training and quality control feedback to maintain a consistent standard for DCHA humanitarian products. The USPSC will manage a team of IOs who are assigned to a specific geographic region.

SUPERVISORY CONTROLS:
Supervisor sets overall objectives and resource available. The USPSC consults with supervisor to develop deadlines, projects and work to be done. The USPSC is responsible for planning and carrying out assignments. The USPSC is responsible for planning approach or methodology to be used in carrying out assignments.

12. PHYSICAL DEMANDS

The work is generally sedentary and does not pose undue physical demands. During deployment on DARTs (if required), and during site visits, there may be some additional physical exertion including long periods of standing, walking over rough terrain, or carrying of moderately heavy items (less than 50 pounds).

13. WORK ENVIRONMENT

Work is primarily performed in an office setting. During deployment on DARTs (if required), and during site visits, the work may additionally involve special safety and/or security precautions, wearing of protective equipment, and exposure to severe weather conditions.

14. START DATE: Immediately, once necessary clearances are obtained.

II. MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION

Bachelor’s degree with significant study in or pertinent to the specialized field (including, but not limited to: international relations, economics, public health, disaster management or a related field) plus seven (7) years of progressively responsible experience in communications, international development, and humanitarian response, with demonstrated overseas humanitarian experience. At least two (2) years of experience with humanitarian reporting for the USG.

OR

Master’s degree with significant study in or pertinent to the specialized field (including, but not limited to: international relations, economics, public health, disaster management or a related field plus five (5) years of progressively responsible experience in communications, international development, and humanitarian response, with demonstrated overseas humanitarian experience. At least two (2) years of experience with humanitarian reporting for the USG.

The Government may award a contract without discussions with offerors in accordance with FAR 52.215-1. The CO reserves the right at any point in the evaluation process to establish a competitive range of offerors with whom negotiations will be conducted pursuant to FAR 15.306(c). In accordance with FAR 52.215-1, if the CO determines that the number of offers that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the CO may limit the number of offerors in the competitive range to the greatest number that will permit an efficient competition among the most highly rated offers. QUALITY RANKING FACTORS (QRFs)
(Used to determine the competitive ranking of qualified offerors in comparison to other offerors. The factors are listed in priority order from highest to least. The evaluation of QRF responses and writing tests will also take into consideration the quality of written responses. Aspects of written responses including, but not limited to typos, grammatical errors, spelling errors, and incomplete sentences will be factored into the evaluation process.)

QRF #1 Demonstrated leadership and management experience, including the ability to lead within a team structure and manage multiple staff members simultaneously. Must also demonstrate strong work ethic and initiative and the ability to develop and manage multiple projects concurrently.

QRF #2 Experience coordinating with a range of humanitarian actors to gather information; demonstrated ability to work with a diverse array of individuals and organizations involved in disaster response/preparedness/mitigation and humanitarian assistance, including USG agencies, international organizations, NGOs, and other governments.

QRF #3 Experience analyzing humanitarian information from a variety of sources and producing cogent information products for both public and USG audiences.

QRF #4 Demonstrated experience with humanitarian response efforts in international settings.

QRF #5 Proven familiarity with U.S. humanitarian response policy, as well as experience with USG systems and structure.

BASIS OF RATING: Offerors who meet the Education/Experience requirements and Selection Factors will be further evaluated in accordance with the QRF responses. Those offerors determined to be competitively ranked may also be evaluated on interview performance and satisfactory professional reference checks.
