The VP of Metrics and Evaluation is responsible for developing organizational strategy and framework for metrics and evaluation, as well as related policies, guidelines and standard procedures. S/he leads the metrics and evaluation team to develop and implement a plan of work to provide technical leadership to  Operation Smile programs staff at Headquarters and in the field.


  • Leads team of  metrics and evaluation advisors to develop effective M&E plans, design and implement M&E systems, provide quality assurance for M&E activities,  and contribute M&E plans for project proposals.
  • Develops  Operation Smile’s  evaluation strategy and related policies, guidelines and standard procedures for monitoring and evaluating projects.
  • Develops M&E training and other M&E resources and tools for OS staff at headquarters and in the field.
  • Oversees and collaborates on the development of evaluations to assess the progress, effectiveness and impact of OS’s  activities and programs.
  • Provides leadership to develop organization-wide indicators and collaborates with other OS staff to develop a database and system to monitor project performance and progress.
  •  Oversees the compilation, analysis and reporting of  organization wide programmatic data annually for use by Senior Management, development team and in annual, programmatic and donor reports.
  • Identifies programmatic success, challenges and lessons learned and ensures appropriate flow of information to the organization’s leadership.
  • Manages  the unit in collaboration with other departments and country offices on the design, implementation, analysis and dissemination of evaluation and operations research.
  • Provides technical assistance and training in monitoring and evaluation to OS staff in  the headquarters and  country  offices.
  • Oversees  OS internal project evaluations.
  • Works with development and communications staff to disseminate  information and data on OS project and programs.
  • Represents  Operation Smile in professional circles through attendance and presentations at meetings and  conferences.
  • Other duties as assigned by her/his supervisor.


  • Advanced degree in demography, epidemiology, public health or other discipline relevant to global health. PhD preferred.
  • Demonstrated technical expertise in such areas as program evaluation and operations research, including knowledge of statistical analysis and research design.
  • Knowledgeable in the areas of global health, health care, medical interventions, and/or service delivery.
  • Excellent written and oral communication skills.
  • At least 10 years’  experience and research accomplishments as demonstrated by publications or equivalent scientific contribution.
  • Excellent management skills and a team player
  • Excellent interpersonal and organizational skills.
  • Willing to travel internationally up to 20% of time.
  • Excellent computer skills, knowledge of STATA, SPSS, EpiInfo, or comparable data analysis programs.
  • Experience living and/or  working in a  lower income country.
