The Global Financial Compliance Officer (GFCO) will work as a member of the International Grants and Contracts Department at the Campaign for Tobacco-Free Kids (CTFK,) TFK Action Fund (TFKAF), and Global Health Advocacy Incubator (GHAI, an initiative of CTFK), hereinafter collectively referred to as CTFK. The Global Financial Compliance Officer will provide financial compliance expertise and assistance in managing a large portfolio of sub-grants to individuals, non-governmental organizations (NGO), civil society groups, and government agencies around the world. GHAI is a leading policy advocacy voice on a range of issues including food policy, nutrition, road safety, cardiovascular health, drowning prevention, civil registration & vital statistics, preventing epidemics, and maternal and reproductive health, among others.

The Global Financial Compliance Officer will assist in managing a global portfolio of GHAI sub-grants and advising on global compliance requirements for sub-contracts, including: reviews and negotiations, evaluating applicants’ financial capacity, analyzing financial reports, and monitoring financial practices and expenditures to ensure compliance with CTFK’s financial policies and guidelines. The GFCO will collaborate with GHAI Programs and Country Teams to ensure alignment of global resources with GHAI Program objectives, policy priorities and country context.

Primary Duties

• Promote efficient and effective use of resources in accordance with CTFK and TFKAF’s donor policies and guidelines and contribute to continuous improvement in the organization’s performance.

• Assist in the negotiation process for sub-grants and sub-contracts and provide expert advice on applicable financial compliance policies.
• Assess the capacity of organizations selected as partner organizations.
• Evaluate the budget against the proposed scope of work to ensure the most effective and efficient use of the funds.
• Advise partners in financial planning, managing accounts, utilization of funds, and reporting.
• Monitor partners’ adherence to country, global and CTFK’s internal standards through periodic reporting and information from in-country teams to ensure compliance.
• Review and analyze invoices and financial reports to verify alignment with the approved budget, scope of work, and workplan.
• Participate in site visits and conduct project financial reviews, assess the financial management system of the implementing organization, and provide advice on improving financial policies and systems.
• Assist in developing and improving financial policies and procedures that serve the grants and contract management process at CTKF.
• Provide accurate and timely assessments of financial reports, and respond to inquiries from partners and CTFK staff on related issues.
• Perform other duties as directed by the Associate Director – Finance.

Requirements

• Graduate degree preferred; Accounting, Finance, International Development, or related degree with an international focus.
• Experience working in an international operating, grant-making, international finance organization, or NGO.
• Experience with financial oversight, contract management, project-specific budgeting, and grant and/or contract compliance.
• Knowledge of at least one foreign language(s) is desirable.
• Strong oral and written communication skills, including editing and proofing with a high level of attention to detail.
• Excellent organizational skills.
• Ability to work in a fast-paced, team-oriented environment while juggling multiple projects and deadlines.
• Proficient with Microsoft Office, especially Excel and Word; experience with contracts/grants management database software (Fluxx, GIFTS Blackbaud, SalesForce, etc) is desirable.
• Cultural sensitivity.
• Interest in public advocacy and public health is desirable.
• Working independently with minimum supervision while embracing teamwork.
• International travel requirements up to 30%.
• Must be authorized to work in the US; CTFK does not sponsor a work visa
