New Business Development (NBD) Consultant 

 

Place of Performance: Monrovia, Liberia 

Level of Effort: up to 25 days over a period of 3 months 

Period of Performance: February 1st-May 31st, 2025 

 

Description of Work: 

In support of expansion of PMC’s entertainment-education approach in Liberia, and in close and frequent collaboration with the PMC New Business Development team, the consultant will contribute to the development of PMC’s strategic engagement, partnership building, and fundraising approach. The consultant will develop a work plan for completing the work below within the contracted period.  

 

The scope of work includes, but is not limited to: 

  • Identifying and holding meetings with international development entities (including but not limited to multi-lateral orgs, NGO, local NGOs, CSOs) and media-related organizations, and potentially also with private sector players that fund NGO work.  
  • Based on work to date, expanding PMC’s understanding of and identifying key contacts at potential partners and their programs.  
  • Engage in conversation with key stakeholders in advance of further exploratory engagement by PMC HQ personnel as determined in conjunction with PMC HQ team. 
  • Advise, guide, and provide substantive inputs to resource mobilization and donor engagement and partnership building strategies. 
  • Capture, analyze and report findings on partner objectives and priorities.  
  •  Identify media houses and marketing agencies with which PMC can engage and/or partner with.  
  • Conduct a competitor analysis to identify organizations doing similar work within Liberia. 

 

Through these meetings and endeavors to explore opportunities for PMC programming, the consultant will lay the foundation for PMC to decide if our approach is viable in Liberia. Should the consultant be successful in assisting PMC with obtaining program funding, there is the opportunity to discuss moving from a consulting contract to a full-time employee leading the implementation of the new program(s). 

 

Suggested Timeline by Activity  

  • Onboarding and review of PMC materials (2 days)  
  • Update and expand existing PMC intelligence on donor/partner prospects in-country (1-3 days) 
  • Prospect research and shortlisting (3 days)  
  • Schedule and participate/conduct in-person and virtual meetings with short-listed donors and prospective partners as identified and prioritized (5 to 7 days) 
  • Attend majority of all meetings along with PMC HQ team members during any field visit arising out of or in alignment with prospect research (3-6 days)  
  • Discussions with PMC team and contribution to strategic engagement (4 days)  

 

Specific Deliverables: 

  1. Strategic prospect identification, research, and engagement workplan for the four-month period.
  2. Summary report of prospective partner objectives and priorities.
  3. Updated list of in-county contacts at prospective funder and partner organizations, as identified and engaged.

 

The consultant will be responsible for the following deliverables on a weekly basis: 

  • Weekly calendar of key information updates and donor meetings, including the intended result of each meeting, for review by PMC staff before meetings take place. 
  • Meeting notes, including follow up actions and timeline for follow up, delivered within one week of meetings. 

 

The consultant may be asked to contribute to the following activities, as necessary: 

  • The preparation and coordination for PMC HQ exploratory mission in-country. 

 

Qualifications: 

  • Required fluency in English 
  • Demonstrated experience and network within the international donor, NGO and/or business foundations and CSR community within Liberia (required) and knowledge of funding trends within the West African region (desired) 
  • Demonstrated knowledge of business development, program design and proposal writing  
  • Familiarity with social behavior change communications (SBCC) and/or entertainment-education (EE)  
  • Understanding of and commitment to family planning / sexual and reproductive health issues, population issues, gender equity, and other relevant PMC thematic areas. 

 

Work-related travel and costs are reimbursable up to 100%.
