Position Overview:
The Chief Information & Technology Officer (CITO) serves in the organizational IT leadership position reporting directly to the Chief Finance & Operations Officer (CFOO). As the highest-ranking technology executive for JSI, the CITO leads the technology vision and digital transformation for the organization worldwide. Partnering with executive leadership, the CITO will focus on leveraging technology and data to enhance health program capabilities, productivity, and impact.
This forward-thinking leader manages the IT budget and oversees all IT operations, infrastructure, applications, security, and innovation. The CITO champions a cybersecurity-conscious culture and implements state-of-the-art systems and policies to mitigate risks across JSI’s global networks. With strong technical acumen, knowledge of emerging trends in the technology space, and taking into account the deep experience of JSI’s technical staff, the CITO ensures JSI is positioned to evolve its systems and processes to keep pace with the industry.
As head of a high-functioning technology team, the CITO attracts and retains top tech talent to support JSI’s global program work.

RESPONSIBILITIES

IT Organizational Leadership:

  • Provide executive-level technology leadership for JSI’s global organization with broad ownership of all facets of JSI’s technology and digital strategy.
  • Champion information technology use while leading all aspects of technology strategy, planning, operations, security, infrastructure, and innovation.
  • Partner with executive leadership on leveraging technology to enhance capabilities and productivity.
  • Develop and implement a cybersecurity-conscious culture supported by state-of-the-art systems and policies.
  • Lead efforts to use digital technologies in new and innovative ways.
  • Stay abreast of emerging technologies and industry trends to identify opportunities for innovations and efficiencies.
  • Accountable for digital transformation initiatives.
  • Ensure JSI’s information assets are available and safe.
  • Lead, build, develop and support the IT team.
  • Define and approve the IT strategic plans in coordination with the IT Governance Committee.
  • Align investments in digital development and information technology with JSI’s strategy.
  • Other duties as assigned.

IT Governance:

  • Document and maintain an accurate mapping of the IT systems architecture.
  • Participate in data governance meetings to ensure systems support compliance with HIPAA, GDPR and other data privacy and compliance standards and industry best practices.
  • Maintain strong internal controls to ensure risk mitigation and management.
  • Identify and support software solutions to enable the work of the organization.
  • Develop and maintain working relationships with IT vendors, ensuring the most competitive cost procurement processes and contract management.
  • Manage and allocate IT resources as needed across the organization.

IT Budgeting:

  • Prepare the annual IT fiscal year budget in coordination with the CFOO and provide quarterly reviews and updates.
  • Work in collaboration with senior leaders, the IT Governance Committee and the CFOO to identify investment priorities and make strategic decisions around IT overhead spending.

IT Infrastructure & Security:

  • Direct the Cybersecurity team leader to ensure a robust cybersecurity strategy, structure and employee education programs.
  • Ensure a strong business continuity and disaster recovery plan is maintained.
  • Develop and enforce IT policies, procedures and best practices across the organization.
  • Establish a strong IT infrastructure that aligns current technology with business needs.

Foster Innovation:

  • Promote a culture of innovation and collaboration.
  • Support the digital advancement of the organization by assessing emerging technologies and their usefulness in supporting the mission of the organization.
  • Identify opportunities to implement new technologies and create conditions favorable for innovation.
  • Possess a deep understanding of artificial intelligence (AI) technologies and their potential applications within JSI's products and services.
  • Collaborate with cross-functional teams to identify AI opportunities, prioritize related projects, and develop roadmaps for AI integration across the organization.
  • Assist JSI domestic and global stakeholders in addressing the challenges of digital divides, particularly in relation to digitizing the public health service delivery process and client services.
  • Advise and guide JSI business units to leverage technology in innovative and cost-effective ways to implement public health projects that ensure patient and beneficiaries rights to privacy and best possible services.

QUALIFICATIONS

  • Minimum of 5 years of proven experience as a CITO or similar role (CTO, Chief Digital Officer, etc.), with a minimum of 15 years total experience in an IT leadership position.
  • Experience leading IT for $400M+ global organization with 4,000+ employees.
  • Experience managing a large and multi-faceted organizational IT budget.
  • Deep expertise in cybersecurity, emerging technologies, and digital transformation, including cloud computing and AI. Strategic mindset with ability to drive large-scale organizational change.
  • Solid technical knowledge base and knowledge of IT infrastructure and operations.
  • Willingness to listen, understand and appreciate the current IT footprint to most effectively map a path forward to the desired future state.
  • Passion for leveraging IT to drive global health impact and be an engaged member of international development IT community.
  • Excellent ability to conceptualize long-term business goals and develop orderly processes to accomplish those goals and execute on projects.
  • Background in designing/developing IT systems and planning for large scale IT implementations.
  • Solid understanding of data analysis, budgeting, and business operations.
  • A strong strategic and business mindset and superior analytical and problem-solving capabilities.
  • Excellent leadership and team-building skills, with the ability to inspire and motivate a diverse team.
  • Experience directing and mentoring a team of staff in a hybrid work environment.
  • Ability to strategize and translate a strategic vision into an operational model.
  • Dynamic, flexible and collaborative team player with a goal of furthering the organization’s mission.
  • An effective communicator at all levels in the organization, with strong oral and written skills and ability to translate complex technical topics to effectively communicate with stakeholders.
  • Strong interpersonal skills with experience partnering with senior leadership to drive organizational transformation and growth.
  • Creativity in balancing the mission and business dimensions of a large non-profit global organization.
  • Strong familiarity with all aspects of U.S. Government contracting, including security and compliance policies.

Education:

  • Bachelor’s degree in computer science or technology-related field required, Master’s degree preferred
  • Master’s in Business Administration (MBA) a plus
