Description

Valiant is in search of a humanitarian assistance and civil-military coordination subject matter expert with broad disaster operational coordination in both natural disasters and conflict settings. The applicant will deliver high-quality training instruction and presentations to military and civilian organizations. This will include presenting modules for both the Humanitarian Assistance Response Training (HART) Disaster and Conflict courses. Both are operational-level training courses focused on applying the military planning and decision–making process to the unique humanitarian circumstances during both Foreign Humanitarian Assistance (FHA) operations following natural disasters and dealing with civilian impacts during conflict.

The position requires development and presentation of modules, case studies, small group practical applications, and role-playing exercises that enhance lectures by civilian and military subject matter experts. The applicant will also assist in the planning, coordination, and execution of CFE-DM’s support to multinational military exercises and civil-military security cooperation workshops when needed. Program activities will include conducting civil-military training courses, multinational and bilateral conferences, workshops, and exercises. The position requires the applicant to have awareness, understanding, and skills that help DoD, partner militaries, interagency, and international organizations plan for and execute foreign disaster response (FDR) missions. Job Location is located on Ford Island, Hawaii. International and domestic travel is approximately 40%. Competitive salary and benefits.

RESPONSIBILITIES AND DUTIES:

  • Deliver high-quality training instruction and presentations to military and civilian organizations for the HART Program.
  • Lead the planning, coordination and facilitation of events including capacity-building workshops.
  • Support development of training curriculum to meet identified training gaps/requirements; review and provide recommendations regarding content.
  • Contribute to operational case studies and the collection of good practices in regard to humanitarian assistance and civil-military coordination; assist in capturing lessons learned and best practices from real-world operations.
  • Draft after-action reports and develop strategic planning documents.
  • Serve as a subject matter expert in humanitarian assistance and civil-military coordination planning and operational support during real-world crises.
  • Support cross-branch CFE-DM initiatives and projects as required.
  • Draft analysis, correspondence, planning documents, after-action reviews, and other professional white papers and articles as required.
  • Participate in relevant international or local conferences.
  • Lead or assist in planning, coordinating, and facilitating multiple events each year. Cultivate existing and new partnerships and identify opportunities for collaboration with new stakeholders, including DoD units and offices, partner militaries, interagency, and international organizations relevant to the mission.
  • Understand, monitor, and remain current on geo-political developments impacting humanitarian crises globally, with a primary focus on the Asia-Pacific region including but not limited to disaster response, complex emergencies, humanitarian deconfliction mechanisms, and protection of civilians (PoC) considerations.
  • Provide relevant expertise on humanitarian assistance and civil-military coordination in a wide range of military operations to civilian and military organizations.

EDUCATION REQUIREMENTS:

  • Minimum Bachelor’s Degree
  • Masters preferred.

MINIMUM JOB REQUIREMENTS:

  • 5 – 10 years of field experience conducting and/or supporting humanitarian assistance and civil-military coordination in responses to international humanitarian crises.
  • 3 years of experience in military exercises with humanitarian assistance planning and execution, and U.S. interagency coordination and collaboration.
  • Military experience during disaster and humanitarian assistance operations.
  • Experience working for and with United Nations agencies, international non-governmental organizations (INGOs), ICRC and/or IFRC, and/or donor agencies; manage/led humanitarian relief programs.
  • Experience in developing, delivering, and evaluating presentations for military and/or civilian audiences.
  • Experience advising and briefing senior leaders in military and/or civilian organizations.
  • U.N. Humanitarian Civil-Military Coordination (UN-CMCoord) background desired.
  • Must be able to speak, read, and write in the English Language fluently.
  • Strong writing and speaking skills.
  • Citizenship is required, and the successful candidate must be able to obtain a SECRET level clearance.
  • Comfort with public speaking, presentation, and facilitating groups is required.
  • Ability to take direction yet work independently with a high degree of autonomy is required.
  • Familiarity with the Asia-Pacific geopolitical security environment is desired.
  • Experience working with US Country Teams and Diplomatic Missions desired.
  • Willingness to collaborate with others from different backgrounds, respect for diverse perspectives required.

PHYSICAL REQUIREMENTS:

  • Must Be Physically Able to Travel
  • Travel 40% (international and domestic)

SALARY:

  • Salary will be determined based upon current experience and relevance to the position.
