About InterAction:

About the Project:

Since 2012, InterAction has been at the forefront of outcome-oriented approaches to protection. Through its signature work on Results-Based Protection, InterAction has carried out numerous roundtables, interagency dialogues, field-level workshops, and trainings with NGOs around the world to identify and distill the key elements of results-based protection. Under its current work, InterAction is providing country-level support to NGOs in select countries, as well as supporting the piloting of an evaluation framework for the prevention of gender-based violence.

 

Position Objective: In the past year, InterAction has been increasing its focus on field-level senior leadership as crucial actors to lead a shift in thinking on protection outcomes. The team has identified a table-top simulation as a means to engage senior leaders in the decision-making processes that are required to contribute to protection outcomes, as well as introduce core concepts and tools to support such decision-making. This simulation activity will also be used in an action-based research study with leaders to explore the issue of conflict-induced food insecurity and protection. The simulation activity with leaders will be assessed and findings will be incorporated into the research’s field-level and global recommendations. As such, InterAction seeks a consultant or consultant team to develop the simulation and all supporting documents. The simulation must be designed in a way that alternative scenarios and protection risks can be used and adapted depending on the crisis context. Building on a previous scoping study regarding NGO senior leadership perceptions of their role in protection outcomes, as well as the findings coming out of the IASC Protection Policy Review, and using the body of work on results-based protection, the simulation will engage senior leaders in a scenario where they must make decisions to further protection outcomes in a crisis setting.

 

Position Description:

Position Title: Consultant/s – Simulation Development, Results-Based Protection

Location: Homebased/working remotely

Essential Functions and Deliverables:

The consultant (or consultant team) will work with InterAction’s Results-Based Protection (RBP) team to develop an adaptable simulation/game that can be used for field-based senior leadership navigating different protection priorities. Using the Results-Based Protection framework and existing materials, the consultants will:

· Undertake a desk review of InterAction’s existing work on the role of senior leaders as well as existing RBP and sector-wide materials and tools

· Interview selected stakeholders – including potential external stakeholders – to help develop core concepts prioritized in simulation

· Produce a scoping paper that lays out the proposed approach to the simulation/game, including scenario development, testing, and core learning methodologies

· Develop drafts of the simulation and supporting materials, ensuring sufficient time for review by InterAction staff

· Undertake at least one round of testing/piloting of the simulation/game that includes a feedback survey/consultation. Incorporate lessons learned into final product.

· Generate plan for facilitator capacity building and simulation roll out, including complementary guides and materials

· Generate evaluation plan of the simulation and provide M&E tools for facilitators

· Produce finalized simulation with all needed supporting materials

· Be available for the first 3 months of rollout for ad hoc troubleshooting

Qualifications:

InterAction is seeking consultants or consultant teams with experience in developing simulations and games for the humanitarian community. Primary qualifications include:

· Demonstrated experience in designing games and simulations that bring participants through experience-based learning of selected concepts

· Understanding of the humanitarian system and in particular, the role of senior leaders (i.e. Country Directors, Heads of Programs, Heads of Office, Humanitarian Country Team (HCT) members)

· Understanding of a variety of adult education methods, particularly those that can be used in a simulation/game context

· Experience in designing for armed conflict and humanitarian crisis contexts

o A brief description of your understanding of the proposed simulation and proposal for the type of simulation/game that you feel would successfully meet the desired outcomes for this project.

o A proposed methodology for the simulation/game (e.g., in-person tabletop, virtual game). Please include options for different game lengths (1/2 day, one day, over multiple days)

o An outline and timeline indicating number of days to undertake the key steps and activities to support the development of the simulation/game

o A detailed budget indicating key personnel, activities, and relevant line items to produce the simulation/game and supporting materials, including any coaching or training needed to support facilitators and post-development troubleshooting.

· The proposal should also include the consultancy proposed day and hourly rate (if a consulting team, please include the rates of all team members if different).

· One example of a simulation or game that demonstrates previous experience; where possible, please include any reviews by users on the simulation/game’s effectiveness
