POSITION SUMMARY

Background

In 2019, with support from the Swedish International Development Cooperation Agency (SIDA), InterAction launched a two-year project to develop a results-based Gender-Based Violence Prevention Evaluation Framework (GBV PEF) to help organizations measure and evaluate the outcomes of their GBV prevention work in humanitarian contexts.

The GBV PEF was created in collaboration with 15 organizations, which provided invaluable input and expertise through intensive community-level engagement in six contexts: Afghanistan, South Sudan, Nigeria, DRC, Colombia, and Cox’s Bazar.

The GBV PEF is a set of guiding approaches aimed at helping practitioners make better decisions in their analysis, program design, and measurement, such that GBV prevention outcomes can ultimately be evaluated. It has been built on the foundation of the Results-Based Protection framework developed by InterAction and endorsed by a broad set of humanitarian actors, including international non-governmental organizations, ICRC, and international organizations. The GBV PEF is shaped by key recommendations and findings from the 2019 Study: Scoping Exercise on the Prevention of GBV in Conflict.

Since its launch in 2021, the GBV PEF has been open for pilot by any organization interested in strengthening their approaches to measuring GBV prevention outcomes. InterAction is aware of 27 organizations that have used the GBV PEF in some form, and three organizations that have invested significant funds and capacity to properly pilot each module within the GBV PEF. InterAction is also leading a participatory action-based research initiative where the GBV PEF is in use across three contexts and is being tested by multi-disciplinary groups. Organizations using the GBV PEF include both international and local/national organizations working across 12 countries.

Position Title: Consultant: Revision Support for the GBV PEF

Position Type: Part-time, short-term

Location: Home-based/working remotely (estimated 15-20 days of work to be undertaken between September 4-October 3, 2025)

In 2024, InterAction undertook an interim review of the GBV PEF to learn and capture emerging findings from the pilot phase. The final report, Breaking Barriers: Interim Results on the Gender-Based Violence Prevention Evaluation Framework Pilot Phase contains a full list of the findings and recommendations.

One of the recommendations was to strengthen the GBV PEF by demonstrating complementarity with existing GBV Frameworks. While the GBV PEF does include sections and references to GBV ethical principles and recognized definitions and standards, it was recommended to align the GBV PEF more explicitly by referencing and using key GBV frameworks to help distinguish the GBV PEF as a critical tool that supports GBV actors in persuasively telling their stories while aligning with standard sectoral guidance.

During the summer of 2025, InterAction formed a small time-bound task team consisting of organizations using the GBV PEF, REGA specialists, and leading organizations and academics within the GBV community. This task team reviewed 20 of the most valued and referenced documents within the GBV community, covering the GBV Minimum Standards and AoR Tip Sheets, operational guidance on M&E, and GBV Prevention tools and frameworks, like IRC’s Empower. The task team reviewed each document comprehensively, examining language, guiding principles, standards, feminist frameworks, measurement tools, and more. This process led to several recommendations.

Consultancy

Working closely with InterAction’s Senior Advisor-Protection, the consultant will help revise key sections within the GBV PEF as identified by the task team. Examples of the revisions this consultancy will support include helping to organize a glossary of terms, developing a new section on data collection and information sharing for GBV analysis, monitoring, and evaluation, and supporting content development where GBV frameworks and a feminist approach will be introduced.

RESPONSIBILITIES/DELIVERABLES

· Write new content for the GBV PEF introducing supporting frameworks and approaches, including feminist approaches, the social-ecological model, the gender-transformative life course model, social behavioral change models, and other key frameworks and methods.

· Based on the GBV PEF Task Team’s review and recommendations, incorporate references and additional content (a few sentences) throughout the GBV PEF on key topics to strengthen alignment and further reading of GBV resources.

· Develop and write a new section on data collection and information sharing for GBV analysis, monitoring, and evaluation informed by GBV best practice, principles, and standards.

· Develop several “boxes” throughout the GBV PEF that elaborate further on an issue, topic, or example.

· Compile a user-friendly glossary of terms that can be understood by GBV and non-GBV actors

· Support additional revisions as identified

QUALIFICATIONS

· A Bachelor’s degree in a related field is required;

· At least seven years of experience working at a senior level on gender-based violence in humanitarian action with a strong knowledge of GBV frameworks, Minimum Standards, Principles,

and core documents used by the GBV community:

· Established networks within the GBV community;

· Demonstrable and superior writing skills, with an ability to convey content clearly and succinctly about complex ideas;

· Ability to contribute to a document collaboratively, where multiple people write different sections but can use the same tone and style. Emphasis on maintaining a consistent point of view, tense, effective transitions, and the use of key terms and definitions are employed repetitiously throughout;

· Familiarity with monitoring and evaluation and measuring gender-based violence programming, specifically prevention programming;

· Familiarity with the challenges of measuring GBV prevention outcomes is desirable.

· Strong conceptual and analytical thinking with an ability to identify issues, distill, and communicate complex ideas;

· Ability to multi-task, prioritize, and manage time effectively over a short consultancy timeframe;

· Ability to work independently, meet deadlines, and constructively engage with a diverse Task Team
