Description
The Director, International HR serves as the strategic leader for JSI’s HR support to ensure safe, inclusive, equitable work environment across multiple countries and regions globally. The Director ensures JSI and Central HR strategy and objectives are translated to country/regional contexts working with country HR teams, prioritizing harmonized standards and processes. The Director is instrumental in advancing localization efforts, influencing corporate HR strategy, and serving as a change advisor and agent

The Director is a key strategic partner to the International Division. Working across the organization, this position is responsible for ensuring consistent and effective support to country HR teams through leading and mentoring a team of International HR Business Partners (HRBPs).

As a strategic leader, the Director will collaborate with HR teams worldwide and work closely with senior management to implement and refine global HR practices and policies. This role demands strong leadership skills, extensive experience in global HR within the INGO sector, and the ability to navigate complex international HR scenarios. The Director will be instrumental in advancing localization efforts, influencing corporate HR strategy, and serving as a change advisor and agent during a period of significant organizational transformation. Maintaining high employee morale and effectively managing change will be critical components of the role.

The preference is for this position to be based in Boston or Washington DC. We may also consider a fully remote position in states where JSI R&T is registered (AZ, AR, CA, CO, CT, DC, FL, GA, IL, IN, LA, ME, MD, MA, MI, MN, NH, NJ, NM, NY, NC, PA, RI, TN, TX, VT, VA, WA, WI).

RESPONSIBILITIES

General:

  • Oversee the implementation and standardization of HR policies, processes, and programs globally–ensuring alignment with overarching JSI policies and procedures.
  • Oversee a team of international HR Business Partners (HRBPs) providing strategic guidance to country-based HR teams and other divisions/departments within the international division.
  • Manage the international HR budget and take part in strategic planning and securing internal resources/budget for ID HR.
  • Provide guidance and support on employee relations matters, including dispute resolution, disciplinary actions, and terminations.
  • Drive the development and implementation of global HR programs, such as performance management, succession planning, HRIS system, talent acquisition strategies, employee development, among others.
  • Manage and oversee global compensation and benefits programs, ensuring competitiveness and compliance globally.

Leadership:

  • Develop and execute a global HR strategy, aligning with business objectives and driving alignment in approach, policies, and procedures across all countries where JSI works.
  • Collaborate with senior management to align HR initiatives with business goals.
  • Contribute to JSI’s approach to business development as related to staffing, recruitment, and budgeting.
  • Liaise closely with the Global Director of Safety and Security to ensure a consistent approach to safety and security risk management and incidents.
  • Foster and improve employee engagement and identify ways to unify the global workforce across the international division.

Information Management:

  • Work with other HR leaders on the implementation of a global HRIS and be an active participant in the design, roll-out, and monitoring of the system.
  • Develop and monitor key HR metrics to assess HR effectiveness, identify trends, and recommend improvements across the international division.

Compliance:

  • Ensure compliance with local labor laws, donor regulations, JSI policies, and employment practices across JSI’s entire country portfolio.
  • Manage relationships with external vendors, such as JSI’s employer of record, HR consultants, and other service providers, to ensure effective and compliant service delivery.
  • Stay up to date on regulatory changes, trends, risk areas and industry best practices.

QUALIFICATIONS

Education:
Bachelor’s degree or equivalent in Human Resources or relevant field. Certifications in HR preferred (such as SHRM-CP/SCP, GPHR, etc.)

Overall Experience:
10+ years of progressive, relevant, international HR experience, including 5+ years’ experience supporting international HR operations across the entire employee lifecycle and 5+ years’ experience managing dispersed teams in a multicultural context.

Required Skills and Experience:

  • Proven experience as a Global HR Director or similar leadership role, overseeing cross-cultural teams and HR functions across multiple countries and regions.
  • In-depth knowledge of global HR practices, employment laws, regulations, and compliance requirements across different countries and regions.
  • Experience working with USAID and within the international NGO community is required; experience working other USG funders, BMGF, GAVI or other international donors is preferred.
  • Proven track record in implementing and driving HR programs in a complex landscape, such as talent management, compliance, risk management performance management, and employee development, and employee development.
  • Strong leadership and people management skills, with the ability to inspire and motivate teams across regions.

Preferred Skills and Experience:

  • Strategic thinking and continuous learning mindset to stay updated on industry changes, best practices, and ability to to drive global HR initiatives globally.
  • Excellent communication and interpersonal skills to effectively collaborate with stakeholders at all levels and with cultural competency.
  • Demonstrated success in change management, organizational development, and driving cultural change; and ability to to navigate complex international HR scenarios.
  • Experience using HRIS systems and HR analytics tools for data-driven decision-making. Experiencing designing and implementing a new HRIS is preferred.
  • Strong understanding of data protection regulations and confidentiality requirements in handling employee information.

Languages:
Fluency in English is required, and proficiency in a second language preferred (preference for French, Spanish, Arabic, or Portuguese).

Travel:
Willingness to travel domestically and internationally as needed (up to 10% time).

Salary Range: $123,061 - $215,897 based on experience & location
