Description of Organization: The Bureau for Humanitarian Assistance (BHA) provides global leadership and a strategic approach in humanitarian response, promoting human welfare, alleviating suffering, and providing the foundations for transformative change and self-reliance serving both national foreign policy interests and people in need of humanitarian assistance. BHA fulfills USAID’s role as the lead U.S. Government Agency for responding to emergencies and disasters overseas with both food and non-food emergency assistance, as well as providing a holistic approach to USAID’s programming across the spectrum of preparing for, responding to, mitigating, and preventing disasters.

Description of Position: The IT Program Manager will support IT compliance and standardization and surveillance of IT programs, services and projects related to BHA. This position is responsible for support of the overall project and task management and oversight for IT services and solutions that support BHA.   The responsibilities include: 

  • Manages and supports the oversight of IT projects with high complexity or risk, including agency-wide system integrations and large-scale enterprise resource planning initiatives.
  • Ensures that client information systems needs are validated and addressed, including project scope, requirements, and deliverables, in collaboration with contract project managers.
  • Contributes to the development and evaluation of cost-benefit studies and business case materials to ensure projects are implemented efficiently, leveraging human capital and material resources at the lowest cost.
  • Reviews and ensures the accuracy and completeness of vendor work products while coordinating with contractor project managers.
  • Plays a key role in developing and aligning long-range objectives and milestones for IT projects, particularly those involving enterprise-level applications or IT infrastructure changes to support evolving agency business processes.  

Future of Work Designation: This position is based in Washington DC and is eligible for up to two days of telework a week. Approval of telework is based on the discretion of the supervisor and needs of the team.

Qualifications:

  • Must be a U.S. citizen. Please state U.S. citizenship in the application/resume (if citizenship is not stated, application will not be considered).
  • FS-03 (equivalent to GS-12 grade level): Applicants must have one year of specialized experience at the FS-04 grade level or equivalent in the Federal service or the equivalent to in the private sector, which includes:
    • Supporting leadership to provide intellectual leadership and focus on information technology services and/or IT procurement matters.
    • Supporting highly complex evaluative studies to assess and improve organization-wide information technology solutions and/or IT procurement processes and/or management systems. 
    • Identifying, analyzing, and providing IT solutions to problems regarding either staffing, budget, programs, or operations of an international humanitarian assistance organization
    • Serving in an advisory and support  role for IT program, service, and project management.
    • Experience with service level agreement management on IT support and services.
    • Experience developing, documenting, and implementing standardized processes.
  • FS-02 (equivalent to GS-13 grade level): Applicants must have one year of specialized experience at the FS-04 grade level or equivalent in the Federal service or the equivalent to in the private sector, which includes:
    • Providing intellectual leadership and focus on information technology services and/or IT procurement matters.
    • Directing highly complex evaluative studies to assess and improve organization-wide information technology solutions and/or IT procurement processes and/or management systems. 
    • Identifying, analyzing, and providing IT solutions to problems regarding either staffing, budget, programs, or operations of an international humanitarian assistance organization
    • Serving in a leadership role for IT program, service, and project management.
    • Experience with service level agreement management on IT support and services.
    • Experience developing, documenting, and implementing standardized processes.
  • The position requires a specific clearance level based on organizational location. Candidates must be able to obtain and maintain the security clearance level associated with the position for which they have been selected. 

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
