POSITION SUMMARY: The Operations Manager is responsible for managing all operational and administrative functions at the American International Health Alliance (AIHA), an international non-profit organization that currently has three projects in three countries. The Operations Manager is responsible for ensuring that AIHA operations are efficient, effective, and in compliance with organizational policies, donor regulations and local laws. Specifically, this position ensures that all AIHA operational functions (contracts, procurement, administration, human resources, IT, travel/logistics, compliance/legal) provide effective, timely, cost-effective, and high‐quality support to AIHA programs.
ESSENTIAL ROLES AND RESPONSIBILITIES:
Operations
- Coordinates and collaborates with department heads and program staff to achieve resolution of pending operations issues, questions and field office support requests.
- Works closely with the Director of Finance in developing and managing AIHA’s indirect non-labor budget.
- Reviews and approves vendor invoices for corporate operations.
- Oversees and coordinates legal activities including corporate letters of agreement, corporate insurance, contracts, leases, and other legal documents and agreements.
Human Resources/People Management
- Manages the Human Resources function of the organization including benefits administration, employee relations, compensation, professional development, performance management, onboarding and off-boarding, policy implementation, recruitment/employment.
- Administers the compensation program; monitors the performance evaluation program and revises as necessary.
- Manages benefits administration to include claims resolution, change reporting, approving invoices for payment and communicating benefit information to employees. Serves as primary contact for benefits consultant.
- Conducts recruitment effort for all personnel and interns; conducts new-employee orientations and manages onboarding.
Contract Administration, Subaward Management, and Procurement
- Reviews and negotiates all contracts, agreements, and amendments awarded to AIHA; identifies and evaluates risks, and ensures compliance from inception to
- Prepares federal and non‐federal subawards, ensuring compliance with regulations.
- Processes and approves purchase requests, ensures responsive purchasing bids or quotes are obtained, approves selected vendors, issues purchase orders, contracts or other agreements, and maintains procurement tracking logs.
- Creates and/or processes consultant agreements and maintain the consultant agreement tracking logs.
Facilities and Office Services
- Manages relationships and contracts with vendors for AIHA’s virtual office that include local storage, telephone, post office box, physical address lease, website maintenance, fund-raising platforms, etc.
- Manages Information Services and relationship with external ITS provider.
Travel Services
- Manages and directs travel policies and procedures.
- Maintains relationship with AIHA’s travel agency and related services.
Other Duties as Assigned
SKILLS AND QUALIFICATIONS:
- Bachelor's degree required PLUS a minimum of five years related experience in office administration, contracts management, procurement, compliance, and human resources management or equivalent combination of education and
- Experience working with USG funded awards; demonstrated knowledge and ability to apply 2 CFR 200 and other relevant government regulations preferred.
- Experience with donor funded NGOs working in overseas development preferred.
- Strong attention to detail and ability to organize important contractual information and organizational agreements.
- Superior communications skills (verbal and written); fluency in English required
- Ability to interpret award provisions for both technical and financial
- Able to organize, prioritize, and manage multiple tasks.
- Ability to identify and resolve problems in a timely
- Effective negotiation skills; sound and accurate judgment
- Discretion in handling confidential matters with tact and diplomacy
- Proficiency in Microsoft Office
