About the Project:

As the humanitarian community is increasingly focused on achieving protection outcomes, InterAction, since 2012, has been at the forefront of shaping and promoting the use of results-based approaches to protection. The current iteration of InterAction’s Results-Based Protection (RBP) project includes three main components: (1) field support for collective strategies in select crisis contexts; (2) the piloting of a prevention evaluation framework for the prevention of gender-based violence (GBV PEF); and (3) influencing the humanitarian system and leadership to encourage uptake of outcome-oriented approaches to protection.

Position Description:

Position Title: Program Manager, Protection

Reporting to: Senior Program Manager-Protection

The Program Manager is a part of the Protection Team under InterAction’s Humanitarian Policy and Practice (HPP) Team, working on the Results-Based Protection project. The Program Manager directly implements portions of project components, including the piloting of the GBV PEF and the field support to the Action-Based Research project. With guidance from the Senior Program Manager and Senior Technical Advisor, the Program Manager will directly engage with NGOs at a field, regional and headquarters level to provide support on results-based methods of protection, facilitate collective action and discussion, and provide and individual coaching as appropriate.

Essential Functions: Field Support (Action-Based Research Initiative in Colombia, Niger, and Somalia)

· With support from and direction by the Sr. Program Manager-Protection, oversee the support to NGOs and other organizations in a targeted humanitarian context through the co-development of action plans for uptake of specific components of Results-Based Protection. Support can include facilitating workshops and ToTs, developing training materials and evaluation tools, supporting strategy development and on-going engagement with key interlocutors at the field level;

· Directly engage with and support the coordination roles within the Country Groups of each context by helping to ensure key activities are organized, properly administered, and effectively managed in a timely manner to maintain momentum and measurable progress in support of the ABR initiative;

· Conduct field visits that are focused on providing directed support to NGOs in various areas of Results-Based Protection (this could include support on the GBV PEF), including in-person workshops, convening groups to develop and carry out collective protection strategies, provide one-on-one support and widespread consultation with actors across the humanitarian sector. Field visits include report-writing and follow-up.

· Identify and write case studies of examples of good RBP practice at the field level

GBV Prevention Evaluation Framework (GBV PEF)

· Manage the GBV PEF Community of Practice, an online community of NGOs who are piloting the PEF. Managing this includes soliciting and supporting the administrative side of the membership, facilitating monthly meetings, identifying key areas for discussion and learning, and providing write-ups where needed.

· Analyze and track learning arising from the GBV PEF Community of Practice to capture successes, challenges, and key questions arising from discussions and the use of the GBV PEF during the piloting phase; this information should be used to steer conversations within the CoP and for the future revision of the GBV PEF.

RBP Program Support

· Contribute to the writing of key program reports and RBP materials as needed;

· In collaboration with other team members, develop relationships with key stakeholders, including NGOs piloting the GBV PEF and working on protection in targeted field locations;

· Contribute to development of materials related to the GBV PEF, and to the oversight of external review and Roundtable of the GBV PEF;

· Oversee monitoring and evaluation of the Results-Based Protection project and provides support to the rest of the team to ensure that M and E is done to high quality and meets all deadlines;

· Support process to hire interns and identify potential intern projects, oversee specific intern projects as appropriate;

· Contribute to grant reporting as needed and support preparation for any future proposals;

· Actively participate in HPP and InterAction initiatives;

· Other responsibilities as assigned.

Requirements:

· A minimum of 5 years progressively responsible professional experience working on humanitarian and protection issues, including operational roles in situations of armed conflict;

· Experience designing and facilitating workshops and facilitating groups working on collective problem solving;

· Strong candidates will exhibit an understanding and experience of protection interventions that include a focus on prevention and risk reduction;

· Experience in implementing GBV prevention programs in humanitarian settings is highly desirable;

· Experience in writing/contributing to donor proposals and reports and an understanding of standard donor requirements and processes;

· Experience in monitoring and evaluating protection programs; experience with qualitative and outcome-oriented measurement methods is preferred;

· Understanding of humanitarian coordination mechanisms, including the protection cluster and AoRs, particularly at the field level;

· Ability to communicate clearly and succinctly about complex ideas, including experience communicating effectively about protection to broad audiences at a field level;

· Effective problem-solving skills and creative, flexible and adaptable approach to work responsibilities and programming strategies;

· Candidates should have strong interpersonal skills, demonstrate flexibility, and experience managing and representing the interests of diverse constituencies;

· Proficiency in other languages highly desirable, particularly French, Spanish or Arabic

Travel: Up to 20% (primarily international)

Base Salary and Benefits:

The salary range is 70,000 to 81,000 and includes an excellent benefits package.
