POSITION SUMMARY:

Project HOPE is seeking to hire a full-time Program Specialist, Policy and LAC Region.  As a member of both the Policy and Advocacy Team and the Global Health Team, this role will be based in Washington, DC and primarily responsible for providing programmatic and management support to programs around the world and support policy advocacy research and engagement.

 

PRINCIPAL RESPONSIBILITIES:

Performs internal as well as external activities for Policy and Advocacy Team at 50% LOE

  • Conduct health policy research and analysis on topics, bills, press releases, etc. relevant to global health and humanitarian assistance and draft summary/position papers.
  • Exercise independent judgment and applies broad knowledge of international and US policy and trends in preparing or assuring the preparation of letters, press releasees, documents, briefing memoranda, authorizations, and notifications.
  • Monitor and track policy developments and team activities.
  • Serve as a resource to health policy and advocacy to the Team and across Project HOPE.
  • Analyze state and federal legislation related to global Health, humanitarian crisis, refugees, health workers, and other health issues of concern.
  • Attend meetings, events, and congressional hearings, take detailed notes and report back.
  • Research, draft, edit, and format public-facing content and materials, such as talking points, briefs, and reports.

 

Performs internal, as well as external liaison activities and supports programs for the LAC and Humanitarian Response Department at 50% LOE.

  • Support the LAC and Humanitarian Response portfolio with day to day administrative deliverables required.
  • Liaise with other departments within Project HOPE to find solutions to programmatic issues and challenges as it relates to the LAC and Humanitarian Response portfolio.
  • Serve as a resource to the Senior Program Officers within the LAC/Humanitarian Response department for critical issues and problems within the region related to international program activities. Provides general back-up to desk officers.
  • Analyze and maintain continuous review of LAC and Humanitarian Response developments as well as aspects of its country programs. Assess and report to LAC and Humanitarian Response colleagues and counterparts in other Project HOPE teams; as well as external agencies, on the effectiveness of programs or operations in meeting established goals and objectives.
  • Exercise independent judgment and applies broad knowledge of international conditions and trends in preparing or assuring the preparation of implementation documents, concept design papers, briefing memoranda, authorizations, and notifications.
  • Analyze and evaluate region-wide programs as they affect Project HOPE programs.
  • Analyze, formulate, and develop ideas, concepts, and methodology for new or revised policies, procedures, and systems for designing, implementing, and evaluating specific programs related to international cooperation.
  • Other duties as assigned.

 

 

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree required; Masters level preferred.
  • At least 1 year of related experience.
  • Excellent written, oral and interpersonal communication skills (writing sample required).
  • Knowledge of global health and policy advocacy.
  • Fluent with internet research and sources, including media search engines and legislative resources.
  • Familiarity with the federal legislative process.
  • Fluent with Microsoft Word (including creating graphs, charts, and tables), Excel and Power Point.
  • Ability to multi-task and prioritize various tasks in a fast-paced work environment.
  • Ability to work productively in a team environment as well as under minimal supervision, taking the initiative to ask questions as needed.

 

 

PREFERRED QUALIFICATIONS:

  • Experience with Congress and US policy making processes.
  • Familiarity with Monitoring, Evaluation, and Learning (MEL) plans and MEL systems for international development projects.
  • Academic and/or legal research and analysis skills are a plus.
  • Graphic design skills and experience creating visual materials are a plus.

Work environment:

  • Typical office environment with exposure to a minimal noise level.
  • Emergency deployments may be in resource-deprived environments with austere living conditions.
  • Travel for extended periods may be by air and/or other modes of transportation.
  • While international travel is not a regular part of every job, programmatic needs may require it intermittently.
  • Project HOPE employees may be required to travel or work in countries where working conditions are classified as “hardship.”

Salary range starting at $61,000 USD per year based on candidates residing in the US. Compensation for the role is dependent on several factors including a candidate’s location, qualifications, skills, and experience.
