Responsible for leading, planning, scheduling, and overseeing the timely development and delivery of high-quality, complex, and large proposals (i.e., multi-million, multi-year proposals) in response to Request For Applications (RFAs) and Call for Proposals (CfPs), specifically from USAID, bilateral and multilateral donors. Supports in establishing and ensuring adherence to all proposal policies, procedures, and timelines to develop submissions that are technically and financially sound, responsive, compliant, and of the highest quality. Fosters a positive and responsive team environment and is able to quickly adjust to dynamic proposal development schedules and requirements.

Principal Responsibilities
Coordination of large, more complex bids
● Manages the production of high quality, complex and large proposals that drive FH’s win rate.
● Participates and co-leads in the Go/No Go Process in collaboration with Business Development for large and complex bids.
● Formation of proposal team in collaboration with International Operations (IOPs), and development of all preparatory materials for successful kick-off (e.g., solicitation analysis, calendar).
● Develops, in collaboration with the technical leads, proposal narrative templates, writing assignments, compliance matrices, and proposal layout and style protocols.
● Facilitates/leads technical design sessions/ TOC workshops that result in responsive program designs in consultation with technical teams.
● Facilitates selection of partners ensuring that all due diligence and agreements needed with partners are in place, collaborating with Agreements Management.
● Facilitates evolution and documentation of proposal strategy, such as competitive analysis, developing win themes and technical approach, visioning needed personnel, and selecting teaming partners.
Proposal Writing
● Acts as lead writer for concept notes and proposals in close collaboration with Field Offices.
● Search for and cultivate new business opportunities in order to pre-position FH.
● Write, prepare, edit, proofread, and review proposals for submission.
● Edits and coordinates writing of technical proposal sections as they develop including managing turnaround time, version control in close liaison with technical staff.
● Contracts and oversees consultant writers and technical proposal advisors as needed. Performs analysis of bid requirements and continually works to promote and ensure responsiveness.
● In close coordination with the Pricing unit, supports cost proposal development for large and complex bids as needed.
Proposal Review and Submission
● Organizes and leads the proposal Color Team reviews and directs follow-up revisions.
● Reviews and or facilitates review of submissions from partners, ensuring their inputs meet specified requirements and expected level of quality.
● Ensures proposals are edited and branded before submission.
● Oversees preparation of the proposal for delivery and submits to the donor.
● Where relevant, manages the development of oral presentations, discussions, Issue letter responses and proposal revisions.
● Supports the Grants Start Up process, under the leadership of Programs Delivery.
Knowledge Management and Capacity Building
● Supports Proposal development Lead/Proposal Dvpt Senior Director to develop and implement processes and tools to improve the quality and accuracy of proposals and cost applications.
● Supports the analysis of FH’s proposal performance, ensuring lessons and conclusions are documented, shared, and fed back into future proposal efforts.
● Supports global proposal development training which includes the onboarding of new staff as well as ongoing training of existing staff as well as personnel outside of the team.

Job Level Specifications
● Vibrant personal relationship with Jesus Christ, a Christian commitment to serving the poor and in full agreement with FH’s Christian beliefs expressed in The Heartbeat.
● Demonstrated computer-operating skills, including proficiency in Google platforms, Microsoft Office products, and virtual technologies such as Skype and/or Zoom.
● Ability to sit/stand at a computer for up to 8 hours a day doing repetitive motions on a keyboard.
● Existing relationships with USG and multilateral grant donors.
● Track record of guiding and writing winning grant proposals.
● Technical expertise in international development.
● Self-starter in a dynamic work environment.
● Strong communication and representational skills, including oral, written, and public speaking.
● Ability to travel up to 15% of time per year in the US and internationally, to insecure countries or locations.

● At least 8 years of experience in grant donor engagement, institutional funding acquisition, and programmatic experience.
● Experience with FH’s primary institutional donors (e.g., USAID, UN agencies, etc.)
● Working experience in FH’s strategic countries will be an advantage.

● Bachelor's degree required in agriculture, agribusiness, livelihoods, resilience, health, public health, international development, or similar fields.
● Master’s degree preferred.

Proficiency in spoken and written English. Preference for French and/or Spanish skills in addition. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, and government regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from donors, groups of managers, clients, customers, and the general public.

Typically, successful candidates are hired at a salary rate up to midpoint of the range, based on relevant experience, internal equity and budgetary allowances.
