Approximate Duration and Level of Effort: 4 to 6 weeks

Summary:

The Solidarity Center seeks a Bids and Proposals Consultant to lead the preparation of proposals for competitive opportunities, primarily from USG donors. This assignment requires a dynamic individual with knowledge of labor/social justice/civil society programs, previous experience working on competitive proposals, strong writing skills, strong interpersonal and communication skills and an ability to multi-task and work under tight deadlines.

Key Services - Proposal Development

  • Coordinate competitive proposal process and, in collaboration with technical lead, develop outlines for technical and cost applications, writing assignments, timetables, compliance matrices, and layout/style protocols;
  • Contribute to program design sessions that result in responsive proposals;
  • Draft/write sections of proposals (e.g., past performance references, capacity statements, and management plans), create visual components of proposals, and polish resumes;
  • Support collection of information and required documents from sub-recipients;
  • Edit, proofread, and format technical proposals and ensure cohesion between technical and cost applications, ensuring overall proposal quality, responsiveness, and compliance with the solicitation; and
  • Participate in proposal debriefs and incorporate lessons and recommendations into best practice.

 Requirements:

  • Bachelor’s degree in a related field; Master’s degree preferred.
  • Minimum of seven (7) years of experience in international development with at least five (5) years specifically in new business development, identifying and tracking opportunities, leading/coordinating proposal team, writing/editing proposal sections, and ensuring compliance with solicitations.
  • Familiarity with solicitation requirements from USG agencies (e.g., USAID, DOS/DRL, and DOL (assistance awards)).
  • Excellent writing and editing skills, and fluency in English.
  • Familiarity with labor/human rights/social justice/civil society programs.
  • Excellent analytical, oral communication, teamwork, and people skills.
