SI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years. JSI works extensively with national and local governments, NGOs, the private sector, and traditional leaders to expand access to services for vulnerable populations. JSI is committed to improving the health of underserved populations through innovative approaches in a range of public health areas, including TB, HIV, sexual and reproductive health, technical and organizational capacity building, supply chain strengthening, strategic information management, health systems management, and policy development.

JSI’s Center for Health Logistics (CHL) is seeking an energetic, independent, and proactive Program Officer (PO) to support its fast-paced and diverse public health supply chain project portfolio. In this position, the PO will provide administrative, financial, contractual, and program support for CHL projects, ensuring that they function according to funder and JSI protocols. Also, the PO might support communications and new business development (NBD) activities.

  • RESPONSIBILITIES

Specific responsibilities for the PO position include, but are not limited to, the following:

Project Management

  • Act as a liaison with country and U.S. based staff, partners, and funders in order to provide effective support;
  • Coordinate internal and external communications and routine meetings;
  • Support the development and timely completion of documentation such as: technical deliverables, narrative reports, work plans, and research papers;
  • Provide logistical and administrative support to staff and consultants;
  • Provide support to the project team for technical assistance visits, and contract monitoring;
  • Collaborate with technical staff to identify and recruit country based staff and consultants for project assignments;
  • Carry out other relevant tasks as necessary

Contractual and Financial Management

  • Work with technical staff to develop, track, and manage projections of budgets;
  • Manage budget tracking sheets (BTS), update expenditures and liaising with the country office to capture projected costs vis-à-vis the approved work plan;
  • Monitor burn rates and process monthly cash flow requests;
  • Review and process monthly country office accounting transactions, receipts, and reports, performing monthly reconciliations and submissions to the accounting unit;
  • Assist in preparing, negotiating, and managing consultant, subcontractor, and vendor agreements;
  • Manage establishment and tracking of project purchase orders (including for consultants) to allow for timely and accurate payment;
  • Support, and at times lead, procurement processes including the development of scopes of work, requests for quotations/proposals, review of received applications and processing of procurement award documentation;
  • Review and enforce Local Hire Employee Manual and Field Operations Manual to ensure compliance with JSI policies and procedures;
  • Assist with filing of project documentation including human resource files, procurement files, etc.;
  • Design, develop and maintain financial, contractual and administrative procedures, systems and tools to support effective and compliant implementation of projects;
  • Ensure compliance with JSI and client/donor rules, regulations and requirements;
  • Prepare financial reports and financial deliverables, or review all reports prepared by the project support staff;
  • Liaise with funders regarding administrative and contractual matters when appropriate

New Business Development (NBD)

  • Support individual proposals, ensuring all documents are submitted in accordance with RFP requirements;
  • Contribute to technical proposal content (e.g., copy editing, drafting corporate capability and personnel sections, formatting CVs, etc.);
  • Generate cost proposal content including budgets, budget notes, and other required documentation;
  • Help maintain CHL and JSI NBD filing and tracking systems

Center Management Support

  • Provide administrative support for routine CHL meetings;
  • Contribute and help improve CHL knowledge management, filing systems, and templates;
  • Support other CHL initiatives, as necessary

QUALIFICATIONS

  • Master's degree preferred plus 1 to 2 years of experience in a related field;
  • Experience providing program support in an international development context; Specifically financial management (for US government agencies or international donors, a plus);
  • Experience living/working in a culturally diverse environment, including overseas;
  • Excellent writing and communication;
  • Strong time management/task prioritization, organization skills;
  • Strong interpersonal and cross-cultural communication skills; Ability to work effectively and harmoniously with teams and people representing a wide range of personal and organizational cultures;
  • Demonstrated understanding of and commitment to diversity and inclusion in the workplace; Ability to work well as part of a team;
  • Ability to work well without close oversight/supervision;
  • Proficiency in Excel and ability to work comfortably in the MS Office package;
  • Ability to use cloud-based productivity, project management, and database apps — specifically Google Suite, Miro, Zoom, Salesforce, and Slack;
  • Interest in/education in supply chain management, a plus;
  • Fluency in English and strong proficiency in other languages is preferred;
  • Ability to travel domestically and internationally as needed

This is a full-time position, preferably based in Arlington, VA.

Salary commensurate with experience.
