Description of Organization: USAID/Haiti is a dynamic, high-profile Mission that manages one of the
largest and most politically visible portfolios in the LAC region. Haiti Mission staff include roughly 193
personnel, comprising U.S. Direct Hires, U.S. Foreign Service Limited, U.S./TCN Personal Service
Contractors, Institutional Contractors, and about 130 Foreign Service National employees. USAID/ Haiti
currently programs approximately $250 million annually across all sectors, of which over $53 million are
PEPFAR HIV activities, and $126 million Humanitarian Assistance. The Supervisory Humanitarian
Assistance Officer will report to the Director of USAID/Haiti’s Office of Humanitarian Assistance (OHA).
USAID/Haiti’s OHA overseas program funding for, represents equities of, and coordinates closely with
USAID’s Bureau for Humanitarian Assistance (BHA).

The USAID Bureau for Humanitarian Assistance (BHA) provides global leadership and a strategic
approach in humanitarian response, promoting human welfare, alleviating suffering, and providing the
foundations for transformative change and self-reliance, serving both national foreign policy interests
and people in need of humanitarian assistance. BHA fulfills USAID’s role as the lead U.S. Government
Agency for responding to emergencies and disasters overseas.

BHA’s Office of Asia, Latin America, and the Caribbean (ALAC) assesses humanitarian needs, then
designs and provides humanitarian assistance, including responding to, recovering from, and reducing
the risk of human-induced and natural disasters. The Office of ALAC consists of three geographic
divisions: Latin America and the Caribbean (LAC), East Asia and the Pacific, and South and Central Asia.
These divisions are responsible for providing emergency, early recovery, disaster risk reduction, and
resilience assistance through grants and cooperative agreements to: non-governmental organizations
(NGOs); international organizations (IOs) including United Nations (UN) agencies; and other partners to
ensure the implementation and delivery of this assistance.

The Supervisory Humanitarian Assistance Officer will work in USAID/Haiti’s Office of
Humanitarian Assistance (OHA). The Supervisory Humanitarian Assistance Officer will assist the Office
Director in overseeing a large program portfolio and providing oversight of a diverse team of Foreign
Service National and expatriate staff. In alignment with USAID/Haiti mission planning for operational
continuity, this position may be placed off-shore in a location in the United States still to be determined
and potentially in Ft. Lauderdale, FL, or Washington, DC, with frequent travel (25-50 percent) to Haiti,
mainly to Port-au-Prince and potentially other areas in the country, expected.

Description of Position: The Supervisory Humanitarian Assistance Officer will:

● Serve as part of the OHA leadership team, supervising personnel and providing oversight of a
large emergency response and Early Recovery, Risk Reduction, and Resilience (ER4) portfolio
currently valued at more than $200 million.

● Lead on staff development, including transferring skills and know-how, to increase the capacity
of OHA staff through training, providing assignments that introduce a higher level of
responsibility, and improving work processes.

● Lead on strategy and humanitarian assistance budget development and provide oversight for all
non-emergency staff and programming. Maintain responsibility for the development of
strategies, plans, program guidance, and dissemination of research results for Agency-wide
application and incorporation into humanitarian assistance programs.

● Manage the monitoring of programming including prioritization of OHA team field monitoring
and management of the third-party monitoring contractor.

● Serve as the primary point of contact for humanitarian civilian-military relationships, including
with BHA staff at U.S. Southern Command (SOUTHCOM).

● Lead the office in the absence of the Office Director and/or manage the emergency programs
team in the absence of the team lead for emergency programming.

● Inform stakeholders of changes in organizational programs and operations, conducting briefings
on major program changes in particular those impacting humanitarian assistance programs and
operations overseas.

This position requires travel and the willingness to undergo training, remain on call for, and serve in
progressively responsible roles on new or ongoing emergency responses. BHA requires all staff to
become qualified and, with Mission concurrence, serve on disaster responses for periods of one month
or more annually, within and outside of the LAC region.

Future of Work Designation: This position will likely be based in the U.S. (Ft. Lauderdale, FL, or
Washington, DC), but a place of performance remains to be determined. The position will follow USAID
Mission and U.S. Embassy telework policies. Approval of telework is based on the discretion of the
supervisor and needs of the team.

Qualifications:
To qualify for this position, candidates must have one year of specialized experience equivalent to the
next lower grade level, FSL-03 of this position. Specialized experience is defined as:

● Providing strategic leadership and management to support ongoing complex emergencies, rapid
onset emergencies, and disaster risk reduction operational and programmatic planning with a
bilateral or multilateral donor, multilateral organization, or NGO;
● Liaise with a host of actors, including international and multilateral organizations, diaspora
groups, bilateral donors,and government and security actors, to initiate complex dialogue on
civilian-based international humanitarian assistance program and policy matters;
● Providing vision and operational oversight to guide office/team and contractor staff to monitor
complex international humanitarian programmatic resources and partnerships.

Knowledge, skills, and abilities possessed by the preferred candidate include:
● Demonstrated overseas experience working on rapid response and complex crises assistance
programs with a bilateral or multilateral donor, multilateral organization, or NGO;
● Demonstrated experience and skills in coordinating, motivating, and collaborating within teams
to take action and ensure effective coordination among stakeholders;
● Highly developed written and oral communications skills to communicate in a clear and effective
manner;
● Proven ability to interact professionally and respectfully with individuals from different
backgrounds, cultures, and/or professional status; and
● French and/or Haitian Kreyol language proficiency to a 3/3 level is preferred.
