JSI Research & Training Institute, Inc. (JSI) is a global nonprofit dedicated to improving the health of individuals and communities throughout the world and in the US. JSI is seeking an experienced Finance Manager to join our energetic and collaborative Health Services Division (HSD). This position will support a grants management team by ensuring compliance with financial and operational processes.

We are hiring a full-time Finance Manager to join our US based team who can focus on all activities related to the successful, effective and efficient management of financial resources, operational systems, and award compliance for a recently awarded environmental and climate change award. This position will support the financial and operations management of the project and ensure that the systems, policies, and procedures are in line with JSI standards and in compliance with donor funding requirements. This specific position will work closely with the Senior Finance & Operations Manager and grantmaking team to support grantees from community-based organizations in the Mountains and Plains region to ensure successful project implementation and provide grants management and support. This position will also help to ensure grant administration aspects are performed to the highest quality and efficiency standards as compliant with JSI and grant policies. This position may also support other initiatives related to the Health Services division, specifically in areas capacity building of division staff and contributing to new business development.

This position is a full-time position and will report to the Senior, Finance and Operations Manager (SFOM) on the project. The salary for this position is commensurate with experience and organizational compensation policy.

RESPONSIBILITIES

Finance & Operations

  • Provide direct support to project staff on financial, operational, and compliance functions. Assist in solving challenges as they arise and tailored to the project implementation context;
  • In coordination with SFOM, provide support in ensuring budget management and award compliance with the assigned project; provide guidance to project management staff to ensure effective support and implementation of awards and donor-related issues;
  • Ensure compliance and consistent application with JSI’s policies and procedures in implementation of activities;
  • Review of routine financial processes including budget and LOE tracking, financial reports and invoices, including grantee expenses and reconciliations;
  • Apply an in-depth understanding of project agreements and approval requirements to ensure compliance with donor requirements;
  • Support review of any grantee budgets and proactively address any issues with the SFOM;
  • Support mid-term financial and operations internal reviews;
  • Provide support in sub-award/grants management (conducting pre-award assessments/ongoing monitoring, reviewing sub agreements and modifications, reviewing grants manuals, approving invoices), as applicable;
  • Prepare vendor contracts, subcontracts and consulting agreements. Ensure timely submission, review and approval of purchase orders, expenses reports, payments to vendors, consultants, and subcontractors;

Health Service Division Support

  • Serve as lead budgeter or reviewer on HSD proposal budgets, depending on budget threshold and as needed;
  • As requested, onboard new F&O staff in all areas of Finance & Operations tasks;
  • Work with corporate departments with issues related to office administration, IT, compliance and fraud management, accounting, human resources, and ensure coordination with Projects and offices to ensure consistent standards and shared understanding and application of systems;
  • Other division tasks as assigned.

QUALIFICATIONS

Qualifications

  • Bachelor's degree in a related field required.

Required Experience

  • Minimum of five (5) years’ relevant experience providing finance and operations management support in a US-domestic project setting;
  • Strong financial management and budgeting skills; and
  • Strong knowledge of donor rules and regulations specifically USG Agencies, other agencies/foundations donor rules, reporting, templates, etc.

Other Knowledge, Skills, and Abilities

  • Experience with Environmental Protection Agency (EPA) will be prioritized;
  • Experience managing subawards and grants preferred;
  • Experience with Salesforce a plus;
  • Ability to work independently, take initiative and problem solve;
  • Ability to multitask and manage competing priorities;
  • Dynamic team player with strong communication skills;
  • Strong organizational skills, meticulous attention to detail;
  • Proficiency with Microsoft Excel.
