JSI is currently recruiting for a Finance & Operations (F&O) Director for the anticipated USAID-funded Integrating HIV Services into Primary Health Care (INTEGRATE). The activity’s overall objective is to contribute to sustaining the gains in the HIV response and enabling pandemic preparedness and resilience in the face of other external threats by integrating current health investments for HIV prevention, care, and treatment services into existing country health systems and PHC platforms, in alignment with country priorities.

The F&O Director is responsible for ensuring the project functions efficiently and effectively in all financial, administrative, operations, and contractual matters. They will ensure the project consistently and correctly implements sound financial, contractual, and administrative operations systems, and that project activities are implemented in compliance with the Contract award and with JSI policies, both at the home office and field offices. They will work closely with the Project Director, other project leads, and subcontractors to implement approaches and procedures and to address management issues.

RESPONSIBILITIES

  • Provide overall leadership to maintain a functioning and consistent organizational structure for the F&O team and identify and allocate staff and resources to provide the necessary support to home and field office operations;
  • Liaise with USAID, subcontractors, and INTEGRATE staff on all issues related to finance, contracts, and administration;
  • Design, develop, modify, and maintain project financial, contractual, and administrative procedures, as well as systems and tools to support effective and compliant implementation of activities;
  • Oversee the development, negotiation, and monitoring of subcontracts and contracts with partners and other collaborating organizations, including drafting of original subcontracts with major partners;
  • Oversee implementation and financial and operational management of INTEGRATE’s grants component;
  • Work in collaboration with the Project Director and management team to address any country financial, administrative, or operational management issues that arise;
  • Oversee and review work plan budgeting, field support budgeting, budget tracking, and financial communication/reporting processes and systems;
  • Develop approaches to contain costs, improve systems, and streamline financial management across the project;
  • Oversee project recruitment efforts, ensuring the right people are placed in the right positions to achieve project goals and oversee general human resource needs, including performance management.
  • Monitor activity implementation to ensure compliance and coordinate and foster sharing of information to establish consistency in practices across field offices and projects.

QUALIFICATIONS

  • Minimum of 10 years financial and administrative management experience in the field of international development;
  • Previous work experience managing large and complex USAID projects;
  • Experience in managing PEPFAR projects;
  • Experience working directly with field operations;
  • In-depth understanding and experience with USAID rules and regulations, managing complex financial systems, and overall project management;
  • Demonstrated experience managing and liaising with multiple subcontractor organizations;
  • Demonstrated ability to supervise staff, and strong communications and interpersonal skills.

Position is contingent upon USAID award to JSI.

Salary Range: $108,917 - $191,083 based on location & experience
