The Program & Financial Compliance Consultant (PFCC) of the Africa Tobacco Control Program is responsible for supporting and coordinating a portfolio of sub-grants and sub-contracts funded by the Gates Foundation to reduce the prevalence of tobacco use in Africa and support the capacity of organizations within Africa to conduct sustainable tobacco control measures. The Campaign for Tobacco-Free Kids (CTFK) issues sub-grants to non-governmental organizations (NGOs), civil society groups and governmental agencies and include technical and programmatic support and assistance from the Campaign for Tobacco-Free Kids. The Program & Financial Compliance Consultant (PFCC) reports to the Regional Director of the Africa Tobacco Control Program and the Ethiopia Country Director, and works in close coordination with the Africa Team and the International Grants and Contracts Department.

Applications will be accepted through June 30, 2022, for an anticipated start date of August 1, 2022. The duration of the contract will be for 12 months initially, with prospect of extension, based on performance and continued donor funding.
- Coordinate the grants & contracts negotiation and submission process and serve as the point person for current, new and renewals, in addition to extensions.
- Provide ongoing grant/contracts monitoring and programmatic/financial support to grantees to ensure consistent progress, processing, and reporting.
- Conduct site visits to provide intensive programmatic guidance, in addition to monitoring for financial compliance.
- Maintain continuous communication with grantees and contractors via e-mail, phone, and in-person, when appropriate.
- In collaboration with the Africa Regional Director and Associate Director, monitor and assist grantees/contractors to achieve their project goals through appropriate program design modifications.
- In collaboration with other staff and consultants, identify and coordinate appropriate technical assistance and training needs for grantees/contractors.
- Provide accurate, timely grants/contracts summary and analysis reports, responses to inquiries, and grants/contracts histories according to reporting schedules and upon request.
- Work with team members to ensure grant/contracts align with high-level country strategies and actively contribute to the development and execution of country-level advocacy campaigns.
- Attend coordination meetings and calls with global partners to ensure that grants/contracts reflect the needs and intended outcomes of all parties involved.
- Travel regionally (approximately 30%) to grantees/contractors for site visits, grant negotiations, and strategic planning meetings.
- Carefully review, critically analyze, monitor, and evaluate progress of proposals, plans, budgets, and reports.
- In consultation with the Africa Team and International Grants & Contracts Unit, assist with coordination of Africa Team activities and the Campaign’s International Resource Center teams to assure the provision of focused advocacy, communications, research and legal support.
- Consistently and comprehensively monitor, obtain and document program activity updates on Africa program grants and contracts and promptly communicate relevant information to the team.
- Support the capacity building of field staff regarding CTFK grant/contract processes and procedures to ensure timely submissions of proposals and monitoring reports.
- Perform other duties as directed by the Regional Director of Africa Programs, Africa Team and in coordination with the International Grants and Contracts Unit.
- Three (3) to five (5) years related work experience in advocacy, international grants/contracts, global public health, public policy, media, or research, or some combination thereof.
- Excellent English-language writing and editing skills; proficiency in French preferred additional proficiency in Portuguese desired.
- Ability to work in a fast-paced, team-oriented environment and to perform effectively under pressure.
- Eligibility to work in Ethiopia; ability to travel regionally and internationally, as necessary.
- Knowledge of and proficiency with a variety of computer software applications including Microsoft Word, Excel, Access, PowerPoint and Outlook.
