Purpose

The EPRR Senior Manager, is a key technical and leadership role in the Emergency Preparedness, Response, and Recovery (EPRR) Program, which sits in CWS’ US Programs department. The goal of the EPRR program is to advance CWS’s commitment to emergency preparedness, response, and recovery for vulnerable communities within the United States. EPRR focuses on, but is not exclusive to, the needs of refugees, immigrants, and unaccompanied children in the disaster lifecycle. Reporting to the EPRR Director, the EPRR Senior Manager supports the EPRR team to design and deliver high-quality, technically sound, and collaborative interventions serving communities throughout the entire disaster lifecycle. This position represents CWS in disaster-related national forums and ensures that EPRR program staff are connected appropriately to all actors within the disaster response ecosystem in the United States. Finally, driven by the EPRR Program strategy, this position will work closely with CWS’s US National Programs teams and the CWS Technical Unit, to ensure that CWS continues to build a robust knowledge base in this area of work and to promote and expand CWS’ work alongside disaster prone and affected communities.

Responsibilities

  • Serve as a subject-matter expert and source of information and analysis of disaster preparedness, response, and recovery in the United States within the EPRR Program and CWS’ US Programs.
  • Provide technical assistance and support to integrate CWS’ disaster response approaches into current and new programming as outlined in the EPRR Program Strategy.
  • Establish and build strong relationships with the CWS Technical Unit and other US national and regional/local program teams to build organizational fluency in the disaster lifecycle.
  • Conduct training and coaching to CWS programs/offices and partners on disaster preparedness, response, and recovery.
  • Work closely with the Director in cross-departmental advancement, engagement, and integration initiatives.
  • Directly supervise and manage regional EPRR Program Officers on the EPRR Program team.
  • Ensure coordinated efforts across regions, including capacity strengthening of regional emergency response specialists, and ensures consistent alignment with CWS strategic approaches and principles across the spectrum from preparedness to recovery.
  • Collaborate with US Programs leadership including, national program directors, US Programs senior director and regional directors to ensure a high level of consistent coordination and communication.
  • Assist in identifying new business development opportunities and provide technical assistance including proposal development and reporting processes to deepen the impact of CWS’ EPRR programming.
  • Work closely with the EPRR Integration Specialist to ensure educational materials are incorporated throughout all aspects of CWS EPRR work and align with disaster policies, procedures, and trends at the local, state, and federal levels.
  • Represent CWS inter-agency fora and support development of CWS’ emergency and disaster-related advocacy and policy initiatives.
  • Lead external relationships at national level, including with National VOAD partners, LTRG, faith-based partners, CWS Members, and other funders.
  • Evaluate and approve material aid requests pertaining to disaster response and in accordance with CWS guidelines.
  • Maintain relevant resources on the SharePoint site and Program Knowledge Management Hub.
  • Keeps informed about refugee and immigrant issues, available services to refugees, and advocates on their behalf.
  • Other duties as assigned.

Qualifications

  • Demonstrated experience in emergency response across full spectrum from preparedness to response to recovery; extensive and demonstrated knowledge of the needs of disaster affected communities, especially vulnerable communities.
  • Extensive knowledge of disaster response mechanisms and services in the United States, including local, state, and federal response agencies, resources, and processes.
  • Possesses recognized reputation for expertise in the disaster/emergency response space in the US are required. Experience working with faith-based disaster response actors is preferred.
  • Higher education with significant study in or pertinent to the specialized field, including but not limited to social services, disaster management, human rights, humanitarian affairs, or a related field.
  • 6-8 years of demonstrated professional and practical experience working on disaster programming required.
  • Direct experience in designing, commissioning, and delivering training of technical competencies to different target groups preferred.
  • Demonstrated supervisory experience leading and motivating teams.
  • Ability to work independently, within a team setting and with several different teams remotely.
  • Ability to work on several different programs at the same time, as well as flexibility to manage competing priorities.
  • Ability to work within a variety of different cultural contexts and with diverse populations.
  • Demonstrated flexibility when working in stressful complex situations.
  • Strong interpersonal skills with the ability to develop and maintain relationships both internal and external to the organization.
  • Ability to act with discretion and maintain confidentiality.
  • Professional maturity and strong decision-making skills.
  • Forward thinking mindset, who actively seeks opportunities and proposes solutions.
  • Proficient in Microsoft Office (Outlook, Word, Excel, and Power point) and social media platforms and confident in the integration of new programs and technologies.
  • Superior written and verbal communication skills are required.
  • Required fluency in English with excellent written and verbal communication skills.
  • Fluency in a refugee language preferred. (Desired languages are Pashto, Dari, Ukrainian, Russian, Spanish although other languages will be considered.)  

Special Requirements

  • Proximity to major airport.
  • Must have access to reliable internet.
  • Must be willing to travel to locations in national network for in-person meetings and conferences and to provide on-site support on occasion.
  • Standard Work hours, with occasional evening and weekends during a disaster response.
