TITLE: Senior Policy Manager, Aid and Development Finance
REPORTS TO: Humanitarian Director
DIVISION: Global Partnerships and Impact
LOCATION: Washington D.C. OR Boston, MA or CT, NJ, VA, WV, NY, NJ,DE PA, NH,VT,ME,MA, DC, NC
PURPOSE OF POSITION: The Senior Policy Manager, Aid and Development Finance, leads a team of senior level advocates, advisors and researchers to: (1) advance development cooperation and processes that redistribute power, wealth, and resources toward economic, gender and climate justice through global public advocacy with bilateral donor governments and multilateral actors, such as the OECD, International Financial Institutions, the United Nations, the European Union; (2) engage with key US policymakers and Congressional staff, the Administration, and Executive Branch agencies, including security agencies, to deliver reforms that reduce poverty and inequality; and (3) be a leading global policy voice and partner on aid, development finance and development justice.
COORDINATES WITH: All Oxfam staff members and departments in Oxfam America, Oxfam International, and other Oxfam affiliates and offices, other NGOs, think tanks, coalitions, and US-based networks, such as the Modernizing Foreign Assistance Network and InterAction.
PRIMARY RESPONSIBILITIES:
· Manage the OUS Aid Effectiveness (AET) team, including line management, the strategic vision, development of annual plans, staff goal setting, work assignments, evaluation of performance, and professional development.
· Lead implementation of AET’s new two-year strategic plan (2023-2025), including the team’s evolution and internal change process, and fundraising strategy.
· Co-lead the Oxfam International Aid and Development Finance team, including strategy development and overall coordination.
· Provide leadership for management and implementation of large multi-year grant, which supports Oxfam International advocacy on aid and development financing in multiple markets and with multiple targets.
· Position AET and other staff to influence US policy makers in Congress and the Administration to adopt Oxfam’s recommendations on aid policy and development finance.
· Design and implement coherent strategies integrating several cross-functional tools, including research, policy, communications, and advocacy, for maximum impact.
· Support staff leadership on the strategy and implementation of Oxfam America’s aid and development finance work.
· Elevate the voices and expertise of team members in external spaces or through public engagement where they can maximize impact and influence.
· Oversee a research agenda which positions OUS and Oxfam International as a thought leader on aid and development finance reform, ensuring research is timely, on point, moves the reform debate forward, and demonstrates how effective aid can improve people’s lives.
· Coordinate efforts with other Oxfam affiliates and Country, Cluster and Regional offices to strengthen Oxfam advocacy with the US Government on priority policies, such as localization, development finance, aid effectiveness, and development justice.
· Grow partnerships with Oxfam partners and country offices in the Global South and create opportunities for their direct engagement with U.S. decision-makers in Washington, DC and U.S. agency missions in their country related to aid and development based on humanitarian, development, and climate change needs.
· Work with the Gender Justice & Inclusion Hub and others to integrate feminist aid into Oxfam aid and development finance research and advocacy and identify standalone gender justice and aid influencing opportunities.
· Oversee a monitoring and evaluation plan to document, learn and disseminate lessons about the impact of research and advocacy efforts.
· Manage and build new relationships with key foundation donors to Oxfam’s aid and development finance work and ensure timely reporting to donors.
· Stay informed of, and in compliance with, legal lobbying-related regulations and internal procedures including attendance at required lobbying-related trainings.
· Ensure accurate, timely recording and reporting of lobbying-related activities by team members.

· Periodic travel will be required up to a maximum of six weeks per year.

· A combination of education and experience in Political Science, Public Administration or Public Policy or related field.
· Advanced degree preferred
Experience and Core Competencies:
· At least 7 years of progressively responsible experience in development and international affairs work, including engagement of donors involved in international aid system.
· At least 5 years of experience supervising senior level staff and managing project budgets.
· Demonstrated experience in managing and leading a team, preferably in a union environment
· Strong knowledge of historical and current trends in aid and development finance, including localization, domestic revenue mobilization and decolonizing development, and development cooperation policies and practices of the United States and other donors.
· Strong knowledge of and/or experience with aid effectiveness and development finance issues.
· Demonstrated experience promoting gender justice and/or feminist principles.
· Familiarity or capacity to easily engage with think tanks, networks, and research institutes that specialize in aid and international development issues in Washington and worldwide, including think tanks based in the Global South.
· Excellent policy analysis and advocacy skills, as well as external representation, networking, and relationship building skills.
· Excellent strategic thinking, analytical, and writing skills.
· Two or more years of international development work in a non-US field assignment, particularly in humanitarian or development policy work.
Preferred:
· Working knowledge of one of the following languages: Arabic, Chinese, French, Spanish.
