About the Project:

Since 2012, InterAction has been at the forefront of outcome-oriented approaches to protection. Through its signature work on Results-Based Protection, InterAction has carried out numerous roundtables, interagency dialogues, field-level workshops, and trainings with NGOs around the world to identify and distill the key elements of results-based protection. Under its current work, InterAction is providing country-level support to NGOs in select countries, as well as supporting the piloting of an evaluation framework for the prevention of gender-based violence.

Position Objective:

This position will support the Results-Based Protection team in achieving the objectives of its Sida-funded project.  The consultant will work with InterAction’s Results-Based Protection (RBP) team to complete discrete tasks in three main areas of work: supporting the pilot of the GBV PEF, documenting good practice of organizations using results-based approaches to protection, and helping to finalize material development intended for workshops and trainings on results-based protection.

It is anticipated that this consultancy will require around 12 - 15 days of work each month. However, specifics are open for discussion with individual applicants and will depend on the specific scope of work that is agreed upon with the final candidate.

Position Description:

Position Title: Consultant – Results-Based Protection Position Type: Short term (January – March 2023) Location: Homebased/working remotely

Essential Functions and Deliverables:

The consultant will be responsible for the following deliverables:

1. GBV PEF pilot support:

• Oversee InterAction’s Community of Practice for organizations who are piloting the GBV PEF. This will include:
  • Do a round of approval and onboarding for new members in Q1
  • Lead an assessment of the priorities for each member of the Community of Practice
  • Planning and facilitating at least three on-line discussions
  • Identifying outside expertise to bring to the community of practice
• Identify opportunities to document good practice, and in discussion with InterAction, document existing practice and evidence emerging from the Community of Practice
• Help to organize a webinar on emerging practice from organizations using the GBV PEF. This includes showcasing a few examples, identifying speakers, designing the program, and developing a promotion strategy.

1. Documenting good practice:

• Produce 3-4 case studies of good practice of Results-Based Protection, which could include desk review of documents, interviews of staff, and writing a case study.
• Facilitate a webinar showcasing the case studies in March, including identifying speakers, designing a program, and developing a promotion strategy.

1. Material development:

Finalize workshop modules, including facilitator guidance, for workshops on Results-Based Protection, focusing on outcome-oriented methods and measurement.

The consultant may be asked to complete other discrete deliverables if they emerge, related to the above three areas of work.

Upon hire, the consultant will be asked to develop a workplan for each deliverable that demonstrates the steps and process required to carry out each deliverable successfully.

Qualifications:

InterAction is seeking consultants with experience in outcome-oriented approaches to protection and GBV. Ideal candidates will also have a strong Monitoring and Evaluation background.

• Experience in the design, implementation and/or monitoring and evaluation of protection interventions, including those which focus on prevention or have the reduction of protection risk as their objectives
• Strong facilitation skills and ability to guide discussions among diverse actors
• Strong writing skills and a demonstrated ability to produce clear written products targeted at a wide audience of humanitarians
• Familiar with a range of protection interventions, including advocacy, community-based programming, Child Protection and GBV interventions
• Understanding of the realities of crisis contexts and the obstacles that humanitarian actors often experience (including any barriers, bureaucratic impediments, and donor restrictions) that affect operations
• Experience developing training materials including facilitators’ guides, tools, and PowerPoints used for trainings and workshops
• Ideal candidates will have experience in using outcome-oriented methods of measurement and evaluation.
• Fluency in English required, French, Spanish, or Arabic is helpful
