POSITION SUMMARY

The Education Leadership Development Program (ELDP) is a two-year, $2.0M education leadership training program funded by the US Embassy in Uzbekistan and implemented by America Councils for International Education. The objective of ELDP is to provide effective professional development opportunities for education administrators throughout Uzbekistan. The program is designed to enhance the educational and management capabilities of public-school administrators, emphasizing leadership skills, pedagogical knowledge, and teacher development. Additionally, it aims to engage stakeholders to advocate for in-service teacher professional development while providing targeted opportunities to improve the professional capacities of administrators and education officials, including educational leadership skills. The program also places emphasis on improving the professional English language skills of administrators and education officials.

Reporting directly to the Program Manager and working collaboratively with the Long-Term Technical Advisor, the Technical Lead will lead technical and operational conversations with a U.S. university selected by American Councils to develop a two-week, two-part training module for Uzbek school administrators, focusing on leadership, faculty and student support, and innovation.  This entails working closely on tracking, monitoring, and revising a comprehensive in-person synchronous education leadership course for non-English speaking school administrators and principals. The Technical Lead will primarily interface with the principal investigator, project team, faculty at the US HEI and will also liaise regularly with an Uzbekistan-based Technical Advisor and Program Manager. The Technical Lead, in partnership with the LTTA and Program Manager, is responsible for customizing, localizing, and contextualizing the education leadership course with data, analysis, information, and assessment material collected from the LTTA and Program Manager. 

Beyond curriculum localization, the Technical Lead will be required to travel to Uzbekistan (if not already located in the country) to conduct training for lead trainers, observe the cascade of the material in subsequent sessions, provide feedback and recommendations for action plan implementation, and initiate the revision of course material based on midline assessment recommendations.

This is a fixed-term salaried staff position at American Councils for International Education. This position is available for remote work. The Technical Lead is required to have a strong internet connection and be available for meetings/interactions with US-based university partners as well as Uzbekistan-based colleagues. This position will require extensive in-person travel to Uzbekistan for project implementation, training sessions, and collaboration with local partners. The Technical Lead reports directly to the Program Manager based in Tashkent, Uzbekistan with limited oversight from a Washington D.C. based Manager for financial, compliance, and operational support.  

RESPONSIBILITIES

The Technical Lead’s specific responsibilities include, but are not limited to:

  • Collaborate with the ELDP Program Manager and LTTA on the customization, contextualization, and localization of an educational leadership curricula in partnership with a yet-to-be-named US university college of education.
  • Frequently interface and lead conversations and meetings with the selected US university, working closely with the principal investigator, faculty, and project team on translating field-based data into tangible learning outcomes.
  • Work with the US university project team to build an in-bound exchange opportunity around the objectives, goals, and learning outcomes of the education leadership course.
  • Oversee, collect, and confirm receipt of deliverables, TLMs, both synchronous and asynchronous digital and in-person curricula, supplemental tools, assessments, or readings.
  • Work closely with the American Councils ELDP technical team on the design, logistics, and aspects of the Training of Trainers (TOT) initiative.
  • Serve as a master trainer, providing direct teaching and training material to local education leaders and co-teaching with the Technical Advisor and Program Manager.
  • Support, provide insight, feedback, and observation of cascaded trainings in fall 2024 and spring 2025 in respective regions of Uzbekistan.
  • Following implementation of the ToT and subsequent cascade trainings, work closely with the Technical Advisor to revise, refine, and redesign the curriculum in line with midline data collection from trainers and participants.

QUALIFICATIONS

  • 8-12 years of primary or secondary school leadership experience (school principal, assistant school principal, superintendent)
  • An EdD or PhD degree in Education Leadership, Education Administration, K-12 Education Leadership, Education Policy, Curriculum Development, Teacher Education, education-focused International Development, Public Policy or Administration or a related field.
  • Strong understanding of the U.S. primary or secondary education system and current US national and subnational primary and secondary education policies.
  • Prior classroom teaching experience preferred but not required.
  • Prior experience developing curriculum and/or teaching and learning materials focused on education administration, policy, or management strongly preferred.
  • Strong preference for prior experience leading or participating in educational administrative or management trainings, workshops, conferences with fellow educators and education management professionals.
  • Fluency in English; proficiency in Russian and/or Uzbek is strongly preferred but not required.
  • International travel or work experience preferred but not required.
  • Strong interpersonal, inter-cultural, and communication skills preferred.
  • Ability to travel in difficult and challenging environments (remote areas of Central Asia with limited access to basic utilities, services, and infrastructure); up to 20-25% of the contract.
  • Demonstrated understanding of project management, award management, and basic financial management skills preferred.

Compensation and Remuneration
$84,000 - $100,800 (depending on years of experience and qualifications); Technical Lead is also entitled to our comprehensive benefits package.
