Description

JSI Research & Training Institute, Inc. (JSI), a leading public health research and consulting organization, is seeking a highly motivated Finance & Contracts Officer to work with teams in support of our domestic Health Services Division (HSD) Northern New England group. The Finance & Contracts Officer will be responsible for supporting projects related to U.S. public health and health policy issues. The Finance and Contracts Officer will monitor project budgets and expenditures, prepare contractual documents with vendors, consultants, and subrecipients, and manage invoice and expense report submissions. The Finance & Contracts Officer will work closely with JSI’s project teams, corporate accounting team and interface with project funders, clients, and vendors. This position will also support New Business Development efforts.

The FCO is supervised by the Director of Finance and Operations and works closely with the HSD Northern New England (NNE) Director.

This position will either be based and/or connected to JSI's Bow, NH office. Remote employment will be considered, but candidates must reside in a state where JSI is currently registered to do business (AR, AZ, CA, CO, DC, FL, GA, IL, LA, MA, ME, MD, MI, MN, NC, NH, NJ, NM, NY, PA, RI, TN, TX, USVI, VA, VT, WA, WI).

This position’s starting annual salary range is $64,000 to $72,000, depending on years of experience. JSI offers competitive benefits including health insurance, dental, vision, and a 401k with a company match.

RESPONSIBILITIES

Project Finance & Contracts Support

  • Provide support and guidance to project staff on financial, operational, and compliance functions
  • Ensure compliance and consistent application with JSI’s policies and procedures in implementation of all Project and Division activities
  • Apply an in-depth understanding of project agreements and approval requirements to ensure compliance with funder requirements
  • Develop, manage and monitor project budgets, expenditures, and obligated funds; proactively address any issues with project staff and HSD Director of Finance & Operations
  • Prepare routine financial analyses to assist in the evaluation of project finances
  • Prepare budget extension and modification requests
  • Work with JSI accounting and project staff to prepare financial reports to clients
  • Support procurement actions and preparation of vendor contracts, subcontracts and consulting agreements.
  • Ensure timely submission, review and approval of purchase orders, expenses reports, payments to vendors, consultants, and subcontractors.
  • Provide support in sub-contracts/grants management (ongoing monitoring, processing agreements and modifications, approving invoices)
  • Maintain project financial and contractual files, ensuring documentation is complete and audit ready.
  • Health Services Division Support
  • Develop cost proposals in support of new business development.
  • Coordinate the cost proposal process to ensure that all cost documents are drafted, formatted and submitted in accordance with funder requirements.
  • Work within and across JSI divisions to ensure consistent standards and shared understanding and application of financial systems
  • As requested, train staff on selected areas of finance and contract administration
  • Other division tasks as assigned

QUALIFICATIONS

Requirements :

  • Bachelor’s degree in Business Management, Accounting, or a related field.
  • Minimum of 3 years’ experience providing finance and contracts management support, preferably to U.S. or state government-funded projects.
  • English fluency required, including speaking, writing, understanding, and reading

Qualifications:

  • Strong financial management and budgeting skills
  • Strong organization skills with an eye for details, ability to plan, prioritize, and implement day-to-day operations in a timely manner in a fast moving, dynamic and time-bound environment
  • Proactive and comfortable independently gathering information to complete tasks
  • Strong interpersonal skills with client relations and customer service experience and an ability to work across disciplines
  • Excellent written and oral communication skills.
  • Advanced computing skills in standard software systems, specifically spreadsheets and databases
  • Ability to work comfortably in the MS Office Suite applications, specifically MS Word, Excel, and PowerPoint as well as Google applications, e.g. Google Docs, Google Drive
  • Willingness to travel domestically, if needed

Salary Range: $64,000 to $72,000,
