The Asia Resilient Cities (ARC) is a five-year cooperative agreement funded by the U.S. Agency for International Development (USAID) and implemented by JSI Research & Training Institute, Inc., in partnership with Devtech, BRAC, and ICF. Over the course of five years, ARC will address broad urban development challenges in select cities in Asia by promoting sustainable urban growth; supporting resilient, low-carbon urban infrastructure; and integrating climate change and environmental considerations into urban approaches.

Job Summary:
The Finance and Operations Officer (FOO) will work with Finance & Operations Team on the ARC project to support the project implementation and contribute to the successful, effective and efficient management of financial resources, operational systems, and award compliance for the project. The Finance & Operations Officer provides support ensuring that the systems, policies, and procedures are in line with JSI standards and in compliance with donor funding requirements. This position is full time and will be based in Washington DC or Boston, MA.

RESPONSIBILITIES

  • Preparation of routine financial processes including financial reports and invoices, cash flow, monthly field accounts;
  • Review project expenditures (field accounts); including review of all vouchers, receipts, and reports for their correctness and proper documentation in line with JSI policies and donor requirements
  • Ensure electronic and paper voucher filing is up to date including coordinating offsite filing with corporate admin team
  • Maintain F&O electronic files for assigned portfolio
  • With oversight from the S/FOM, prepare and track project and/or country budgets
  • Manage vendor contracts and consulting agreements, including document preparation, timely submission of purchase orders, expenses reports, and payments to vendors, consultants, and subcontractors
  • Support procurement processes including the development of scopes of work, requests for quotations/proposals, review of received applications and processing of procurement award documentation
  • Work in collaboration with the team members to support any US or Country office financial, administrative, or operational management issues that arise
  • Support the development of cost proposals including budget preparation, cost inputs, math checks
  • Assist the Finance & Operations Director with annual/ad-hoc audit requests
  • Carryout overseas assignments as needed and as skills allow
  • Other tasks as assigned

QUALIFICATIONS

  • Bachelor's degree in Management, Business, Accounting, or a related field.

Required Experience

  • Minimum of 3 years’ experience providing finance and operations management support.

Other Knowledge, Skills, and Abilities

  • Proven ability to work well as part of a team;
  • Ability and interest to provide detailed financial and operational support for overseas projects;
  • Confident in taking initiate within a defined scope while being solution oriented and proactively seeking support when faced with challenges and gaps in information;
  • Demonstrated organizational skills and attention to detail;
  • Demonstrated interpersonal and cross-cultural communication skills;
  • Demonstrated time management/task prioritization skills and attention to detail;
  • Ability to work with ambiguity and confidence to request clarity when necessary;
  • Working knowledge of Microsoft Excel, Word, and PowerPoint
  • Working knowledge of Quickbooks Accounting Software is preferred
  • Familiarity with Google Suite, including Gmail and Google Drive;
  • Interest in learning about global health and other international development issues;
  • Fluency in written and spoken English.
  • Willing and able to travel internationally, if needed.
