Description
The Project Director is responsible for the overall strategic vision, leadership, technical quality, and management of INTEGRATE. They will work closely with all directors to ensure quality implementation of activities and achievement of project outcomes and impact. They will interact closely with USAID, implementing partners, host country governments, international donor agencies, and INTEGRATE partners to establish a nimble, effective and responsive program that will enable USAID and its Missions to protect gains in the HIV response and respond to emerging threats.
RESPONSIBILITIES
- Provide overall leadership and coordination in planning, implementation, and evaluation of all INTEGRATE activities, including strategic planning, work planning, program development, and management to ensure timely achievement of INTEGRATE results;
- Provide leadership across INTEGRATE to ensure all activities are planned and executed in accordance with PEPFAR technical and operational guidance;
- Oversee strategic planning of program activities to support program objectives and technical initiatives. Supervise programmatic, technical, and administrative operations of the program, including decision-making for resource allocation, program priorities and evaluation;
- Oversee implementation and evaluation of all program activities, including program M&E activities that incorporate lessons learned using CLA approaches into all INTEGRATE activities;
- Serve as INTEGRATE’s chief technical representative with USAID and international agencies and institutions and cultivate strategic relationships with USAID, global and regional institutions, donors, private sector entities, government ministries, and other stakeholders;
- Leverage external resources for achieving cost-share goals, including public-private partnerships;
- Develop strong relationships with USAID field missions and key stakeholders in countries to leverage field support;
- Manage consortium partners to ensure coordinated inputs from collaborators into program’s technical quality and management, ensuring transparency, strong communication, and staff development;
- Oversee contract negotiations, performance-based sub-granting, and results monitoring of INTEGRATE.
- Ensure project financial and contractual systems and controls comply with generally accepted accounting practices and USAID standards, including timely reporting to USAID and partners;
- Represent INTEGRATE interests at meetings and conferences and increase global support for best practices within HIV integration and pandemic preparedness by advocating with key multi- and bi-lateral partners and country stakeholders;
- Oversee external communications and dissemination of information about activities, achievements, and lessons learned;
- Manage all INTEGRATE staff, assuring that all personnel efforts are aimed toward achieving INTEGRATE goals, objectives, and results;
- Supervise the Deputy Program Director, Technical Director, Strategic Information Director, and Finance & Operations Director
QUALIFICATIONS
- Minimum of 15 years international public health experience, over 10 years of technical or program management experience and an advanced degree in a related field, such as public health, medicine, nursing, or a related field.
- Minimum of 5 years of experience managing complex, multi-country USAID-funded awards.
- Minimum of 5 years experience working on PEPFAR-funded programs in a leadership role, executed since 2020
- Demonstrated ability to supervise staff, and strong communications and interpersonal skills.
- Experience designing, coordinating, implementing, and managing large and/or complex PEPFAR-funded programs.
- Expertise in working directly with host-country senior government officials and policy makers.
- Previous experience working with global and regional partners, organizations and institutions.
- Holds extensive network of technical experts and leaders across the HIV/AIDS response.
- Deep understanding of HIV/AIDS programming, including application to emerging global health threats.
- Knowledge of USAID and other donor policies, strategies, and priorities highly preferred.
- Comfort and familiarity with representing the Project and JSI at external events, technical working groups, and international forums.
- Fluency in English with strong oral and written communication. French fluency is a plus.
Position is contingent upon USAID award to JSI.
Salary Range: $123,061 - $215,897 based on location & experience
