Description

The International Budget Partnership (IBP) seeks a Senior Program Officer for Monitoring, Evaluation and Learning (Country Programs) to work closely with the Head of Strategy and Learning, IBP country teams and partners to develop, implement, and maintain IBP's monitoring, evaluation, and learning systems for country programs, as well as at the organizational level, in alignment with IBP’s strategy, impact and learning vision, principles and standards.

Essential duties of the job include, but are not limited to, the following:

At the Organization Level

    • Contribute to the development and maintenance of IBP’s organizational results framework, ensuring alignment with program and country results frameworks and monitoring processes; contribute to annual results report and/or other related products
    • Contribute to effective knowledge management practices and systems, ensuring alignment and compatibility with country programs knowledge management as well as fundraising and communications priorities
    • Contribute to the development of appropriate MEL methodologies, tools and processes in collaboration with IBP staff and partners, and aligned with IBP’s standards
    • Lead or support (as relevant) organizational assessments, evidence reviews, learning syntheses or other evidence generating processes or products
    • Support and facilitate organizational strategy and learning processes and spaces, ensuring inclusivity and participation while ensuring engagement with evidence and insights from IBP and external sources
    • Contribute to MEL capacity building for IBP staff and CSO partners, including support and coordination of a MEL community of practice to enable shared exploration and strengthening of tools, practices and processes
    • Coordinate with development and communications teams to ensure alignment between external communications, donor proposals/reporting, and strategic planning and MEL processes and products

Focus Country Programs

    • Coordinate closely with program staff and partners of IBP’s programs in focus countries, with a focus on the Strengthening Public Accountability for Results and Knowledge (SPARK) program and associated projects; participate in team meetings, program coordination teams, program development processes, and external (including donor) engagements
    • Facilitate with program and country leadership, staff (especially country MEL staff) and partners, the development and implementation of strategic planning, monitoring, evaluation and learning frameworks, approaches and annual plans for focus country programs, including:
    • ----- Evidence-based strategy development processes, including program design, theory of change and program logical framework, incorporated as relevant in fundraising proposals; updated as needed on the basis of emerging evidence and insights
    • ----- Results frameworks that are relevant, robust, and serve the informational needs of the program (internal learning and external communications and donor reporting); coordinate annual (or as needed) data collection tools and processes with country MEL staff and partners to ensure timeliness, consistency and quality; lead consolidation and write up for donor reporting, communications and other organizational needs, including contributing to IBP’s organizational results framework
    • ----- Priority evaluation questions and evaluation approach, including internal and external evaluations, as relevant; lead, support and/or facilitate (with country MEL staff) internal and external program evaluations
    • ----- Priority learning questions and learning approach, including annual (or as needed) Review and Reflection spaces, and agreed upon learning products; support country MEL staff to create a participatory learning culture actively involving CSO partners and other relevant stakeholders
    • Collaborate with country MEL staff to ensure that robust, practical, relevant and participatory strategic planning and MEL methodologies, tools, practices and processes generate meaningful evidence and insights that inform program strategic adaptation and other relevant decision making; develop and implement uptake and engagement plans for all program-level assessments, evaluations, case studies, learning products, R&Rs and other MEL processes and products

Country and Partner Level

    • Ensure alignment between program strategic planning and MEL priorities, frameworks, and approaches, and country strategic planning and MEL approaches and processes; facilitate and support country MEL staff to develop, implement and update strategic planning and MEL processes
    • Support country MEL staff to ensure active engagement and ownership of country and partner strategic planning and MEL processes by program staff and partners, providing support and capacity building as needed
    • Facilitate and support evidence gathering and learning processes that address program priorities and enable strategic and adaptive management, as well as documentation and sharing of progress and lessons with IBP and external audiences, including funders
    • Coordinate and support country MEL staff in undertaking their functions as needed

Other Responsibilities

    • Participates in IBP all Staff retreats, as well in all SPARK team meetings
    • Coordinates closely with the IBP Operations Team for all administrative and logistical needs
    • Complies with all administrative and financial protocols, policies and procedures

Education Competencies:

    • Master's degree in social, economic, political sciences, or development studies AND/OR formal training in monitoring and evaluation systems, approaches and methodologies

Experience and Core Competencies:

    • Minimum 5 years of experience in developing and implementing MEL frameworks and systems for governance, advocacy, or development organizations and multi-country programs is required
    • Field experience with implementing program MEL strongly preferred
    • Demonstrated experience with MEL (including appropriate tools and methodologies) for complex, politically informed and adaptive programming is required
    • Familiarity with database and analysis software such as Excel is required
    • Strong facilitation skills and demonstrated ability to work collaboratively with diverse individuals, teams and cultures is required

Physical Demands:

    • Occasional international travel will be required
